June 21, 1979 - DAILY MINUTES
Chairman Shepard opened the meeting at 10:00 a.m. with all Commissioners present.
First item on the agenda was Zone Change Request Z-78-38. Commissioner Paulson made
a motion to move the Zone Change Request file No. Z-78-38 back to the Planning Commission
for adequate findings as outlined in the memo of June 15 from County Counsel to the
Board and also that they address in the findings why this zone change needs to occur
now rather than waiting for the comprehensive plan to be completed. Chairman Shepard
seconded it. Commissioner Young abstained, Commissioner Paulson voted aye, and Chairman
Shepard voted aye. Motion was carried.
Next Bill Monroe requested that the mobile home placement fee be reduced from $78
to $40. Commissioner Young made a motion that the rate for mobile home placement
on single wides be reduced to $40; those that have paid the increased fee be refunded
the difference between the $40 and whatever they paid. Commissioner Paulson seconded
it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard
voted aye. Motion was carried.
Bill Monroe continued with the establishment of another fee having to do with minor
partition. Commissioner Paulson made a motion to draft an order for the Commissioners
to sign indicating that the site plan appeal would have the $100 appeal fee. Chairman
Shepard seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye,
and Chairman Shepard voted aye. Motion was carried.
Next Bill Monroe brought up a need for counter help in his department. Commissioner
Paulson made a motion to fill a position in the department as an associate position.
Chairman Shepard seconded it. Commissioner Young voted aye, Commissioner Paulson
voted aye, and Chairman Shepard voted aye. Motion was carried.
Next was a draft order about the land use policy in Oregon. The order stated that
all land use actions shall be processed by the Planning Director. There was no further
action at this time.
Next was a discussion about cars for the Planning Department. The one they have
is in bad condition. Commissioner Young made a motion that the Blazer, if it's not
required by the Road Department, would be assigned to the Planning Department. Commissioner
Paulson seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye,
and Chairman Shepard voted aye. Motion was carried.
Next a minor partition came up for discussion. Commissioner Paulson made a motion
to approve Minor Partition MP-78-161. Commissioner Young seconded it. Commissioner
Young voted aye, Commissioner Paulson voted aye and Chairman Shepard voted aye. Motion
was carried.
There being no further business this day, the meeting was adjourned.
