Chairman Shepard brought up the appointments to the Welfare Board. He said he had talked to both parties and they had agreed to be on the Board. Commissioner Paulson moved to appoint Bill Born and Gladys Nordby to serve on the Welfare Board. Commissioner Young seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Chairman Shepard brought up the City-County Road Improvement Committee chaired by Roger Vlach. The Committee recommended going to the voters for a $8 million dollar bond issue for road improvements. He said we would have to have time scheduled for discussion on this issue. Next was a refund of $50 to June Moss, Receipt #0-8896. The Board agreed to the refund. Next was a refund of taxes - Helen Rastovich as tax collector for Russell M. Johnson, 63839 Sunset Drive, Bend, Oregon. There was a clerical error. It was returned to be corrected. The rest of the meeting was a work session on the Bend Urban Growth Boundary. Commissioner Paulson moved that we change under Section #22 Light Industrial Zone.. change the sales part of C, which is boat sales to Conditional Use and all of the following: B, I, J, 0, and U to Conditional Uses and add also as a Conditional Use a lettered item indicating that other Conditional Uses that are directly supportive to the industrial use. Omit from "Y01, dancing or music schools. Chairman Shepard seconded it. Commissioner Paulson voted aye. Commissioner Young voted aye. Chairman Shepard voted aye. Chairman Shepard moved tb<::restore the property on the West side of Hwy 97, from the North ?dgo of Mtn. View Mall to Deschutes Memorial Gardens,to Commercial. Commissioner Young seconded the motion. Commissioner Young voted aye, Commissioner Paulson voted no, Chairman Shepard voted no. Motion failed.' Commissioner Young made a motion to have south returned to its original commercial the motion. Commissioner Young voted yes man Shepard voted no. the commercial area that was in the designation. Chairman Shepard seconded Commissioner Paulson voted no. Chair- Commissioner Young moved that the area that was originally designated as SR 20 west of the canal be returned to the SR 20 designation. Chairman Shepard seconded it. Commissioner Young voted aye. Commissioner Paulson voted no. Chairman Shepard voted no. There being no further business this day, the meeting was adjourned.
