Daly, Dennis R. Luke and Tammy Baney. Also present were Dave Kanner, County Administrator; and, for part of the meeting, Dave Peterson and Kevin Furlong, Information Technology; Laurie Craghead, Legal Counsel; Catherine Morrow, Kristen Maze, Will Groves, Community Development; Anna Johnson, Communications; and four other citizens (Pam Hardy, Erik Kancler, Eric Walton and Stephanie Hicks). The meeting began at 1: 30 p. m. 1. Information Technology - Quarterly Department Update. Dave Peterson discussed the possibility of archiving e-mails. This could be done automatically or as needed, or every e-mail ever sent can be stored forever. The expensive part of it is the equipment and labor to do so. Discussions are ongoing. At this point deleted a-mails are saved for about thirty days on magnetic tape. The Strategic Plan update was distributed to the Information Technology Advisory Board for discussion. Kevin Furlong discussed how the lines are being installed at the Solid Waste and Road Departments and the use of electronic identification cards for customers to utilize the scales at the landfill. Haulers will be issued cards to be used as needed. Mr. Furlong stated that the RV park's 109 spaces may be connected to the County by fiber optics and customers will have access to WiFi. An arrangement is being developed by Dan Despotopulos that will help offset the IT costs and the cost of Campground Manager software. Many features could be useful if the appropriate improvements can be made. There are a lot of major businesses that are not utilizing Vista at this time until various problems are worked out. E-mail spam is a problem that is big and is getting bigger. Outside contracting may be considered to handle the issue. A screen is being developed that employees can use for self-help purposes. Commissioner Baney stated that she still having difficulty with her Blackberry picking up recurring meetings that are on her regular computer. 2. Economic Development Grant Requests. Bend Film Festival - no decision was made at this time. 3. Update of Commissioners' Schedules; Meeting Details. None were offered. 4. Other Items. Authorization was given by the Board for Deputy Legal Counsel Chris Bell to go forward with drafting the settlement agreement regarding the dismissal of the Maria Schneider claim against the County. Before the Board was a Work Session regarding Document No. 2007-366, an Application for an Outdoor Mass Gathering Permit as Submitted by Four Peaks Presents, LLC. Kristen Maze stated that this is in regard to a three-day bluegrass music festival to be held on EFU ground; it is not a land use application. The Sheriff has reviewed the request and made recommendations. Conditions of approval are based on, among other things, environmental factors, risk management and the Sheriff s requirements. No public notice is needed but the applicant has voluntarily talked with neighbors. One person has expressed concern. Minutes of Administrative Work Session Monday, July 2, 2007 Page 2 of 4 Pages Commissioner Luke said that he would like assurances that the noise level will be down by 10 p.m. Ms. Maze stated that if the noise level isn't appropriate the Sheriff can be called. Commissioner Baney wants to be consistent so there won't be issues in the future with other events. The Board decided a notice area of 750 feet from the property line would be a good idea. Before the Board was a Work Session regarding a Request for a Zone Change from F-1 to F-2 for Property Located near Vandevert Road (Applicant: Pine Forest Development, LLC). Will Groves gave an overview of the item, and referred to an oversized map of the area. Discussions then occurred on the history of the parcel, its zoning and its potential use. The land has not had proper oversight and the threat of wildfire is very real. Three of the five criteria support F-2 zoning. The Hearings Office felt that it is both a policy and precedence setting issue. Staff has some differing opinions and feels that it is actually about possible destination resort use. A timber cruise is being considered to find out its potential as forest use. The Forest Service study indicates it does not want to manage it but clearly wants to take advantage of the asset. Catherine Morrow said that Community Development had been asked by the Board to revamp destination resort mapping as part of the Department's work plan, and this could significantly affect this parcel. Commissioner Luke stated that there are some parcels now zoned for destination resorts that are clearly not, and may never be, suitable due to size or other factors. The public hearing regarding this issue is scheduled for the Wednesday, July 11 Board business meeting. Dave Kanner stated that Bethlehem Inn will be moving July 15 and its operators do not anticipate any break in service. Minutes of Administrative Work Session Monday, July 2, 2007 Page 3 of 4 Pages Per Mike Patterson of the City of Redmond, in the recent past the County entered into an agreement with the cities regarding flow control for solid waste. A provision was included to have the County inform the cities of any potential raise in fees by January 1 for any raise that would be effective on July 1. A letter should be sent to the cities asking them to waive this requirement. The Commissioners agreed it would be appropriate; Mr. Kanner will draft the letter.
