BOARD OF COUNTY COMMISSIONERS
October 17, 1979 - COURTDAY MINUTES
Chairman Shepard called the meeting to order at 10:00 a.m. Commissioner Paulson
was not present as he is on vacation. The first matter on the agenda was
a hearing for establishment of a "portion of Wildwood Drive" and "all of
Silver Tip Court". Chairman Shepard read the resolutions into the record.
MOTION: COMMISSIONER YOUNG moved to adopt the resolution setting
the hearing for remonstrances on the above resolution on November
21, 1979, for Wildwood Drive,Silver Tip Court,Carnelian Lane,Tourmaline Lane,
CHAIRMAN SHEPARD: Second. Moonstone Lane,
VOTE: COMMISSIONER YOUNG: Aye.
CHAIRMAN SHEPARD: Aye.
Next on the agenda was a hearing for vacation of Cline Falls Road--secondary
highway. Chairman Shepard read this resolution into the record.
MOTION: COMMISSIONER YOUNG moved to adopt the resolution setting
the hearing for remonstrances on the above resolution on November
21, 1979.
CHAIRMAN SHEPARD: Second.
VOTE: COMMISSIONER YOUNG: Aye.

Amendment to County Road Utilities Ordinance 203.7, pg 3-10, Section 3.620.
Chairman Shepard read the amendment into the record. This is the first
reading of this amendment; second reading and possible adoption will be held
November 7, 1979.
Next on the agenda was Amendment to Ordinance PL-1--second reading. This
ordinance has to do with selection of members for the Planning Commission
and their terms. This ordinance sets forth the amount of terms that a member
may serve and how many consecutive terms a member may serve. There was some
discussion between Commissioner Young and Chairman Shepard and Lou Dvorak.
Lou Dvorak was asked to make some changes in the ordinance before it is approved
by the Board.
Next on the agenda was Ordinance No. 203.10--An ordinance regulating alarm equipment
supplies, alarm monitoring services, and security personnel--second reading.
There were some alarm equipment suppliers discussing the proposed ordinance and
making proposed changes. There was some discussion between the Commissioners
and Undersheriff Darrell Davidson. Mr. Dan Goddard of Cascade Security Systems
asked Mr. Davidson a number of questions and also Mr. Dvorak. Commissioner
Young suggested that Mr. Goddard, Mr. Davidson and Mr. Dvorak get together
and discuss what should and should not be in the ordinance to make it liveable.
Next reading of this ordinace after changes will be November 7, 1979.
Next on the agenda was Amendment to Otdinance PL-6. Chairman Shepard read this
Ordinance into the record by title only. This is the first reading of this
Ordinance.
MOTION: COMMISSIONER YOUNG moved that the Ordinance be read by
title only into the record.

Next on the agenda was disucssion of road department or general fund bills.
There was no discussion.
Next on the agenda was a hearing for Highland Estates assessment districts.
Margaret Vedder, 64951 Highland Road, Bend, Oregon asked Lynn McKibben several
questions about the assessments of some of the lots in Highland Estates. Mr.
McKibben said that he would investigate the matter and get back to Mrs. Vedder
on the next Court day which is November 7, 1979.
Chairman Shepard then opened the hearing for the assessment district--Chaparral
Estates. Mr. A.L. Comini, 6050 S.W. Jaguar, Redmond. Mr. Comini commented
that 58th Street is marked as 59th Street. Mr. Comini also said that when the
county property owners were contacted about paving this road, they were told
that the road would be bancrofted oiler a 10-year period. Mr. Comini said that
in a letter he had just received from the Road Department it stated it would be
a 5-year bancrofting situation. Mr. McKibben assured Mr. Comini that it would be
a 10-year bancrofting period. Mr. McKibben said that the 58th-59th problem
has been brought up several times. The road is marked at 58th because that is
how it is set up in the fire grid. Esther Bowlen was wondering where her property
will be assessed. Mr. Comini answered her question for her rather than Mr.
McKibben.Blanche Quinn had a question wondering if she would be charged twice
as her property lines two streets. Mr. McKibben and the Commissioners assured
Ms. Quinn that she would be assessed for frontage property only. Howard
Chapman had a few comments to make. He wanted to state that he feels that the
assessment procedure is very unfair. Robert Cray asked if the County would
be providing any weed control on the road. Mr. McKibben says that the county
has no obligation for weed control except to provide safe sight distances from
corners at stop signs etc.
MOTION: COMMISSIONER YOUNG moved that the Road Department report
be accepted and assessments be levied.

Next on the agenda was the final hearing for the Smith Annexation. Chairman
Shepard opened the hearing and then he read the order for final hearing into
the record.
MOTION: COMMISSIONER YOUNG moved to approve the order and the
annexation be made.
CHAIRMAN SHEPARD: Second.
VOTE: COMMISSIONER YOUNG: Aye.
CHAIRMAN SHEPARD: Aye.
Next on the agenda was the Road Department with 18 SSDC Drawings for the Board
to sign. They were signed by the Commissioners.
There being no further business, the meeting was adjourned.
