October 19, 1979 - DAILY MINUTES
Chairman Shepard called the meeting to order at 9:30 a.m. with all three
Commissioners present. First on the agenda was the matter of MP 79-135
which needed to be ratified as it was signed on Wednesday, October 17, 1979.
MOTION: COMMISSIONER YOUNG moved that MP 79-135, George
Wilson, be approved.
CHAIRMAN SHEPARD: Second.
VOTE: COMMISSIONER YOUNG: Aye.
CHAIRMAN SHEPARD: Aye.
COMMISSIONER PAULSON: Abstain.
Next on the agenda was Squaw Creek Canyon Plat for Stay= Hafer. Mr. Hafer said
that the problem with this plat is that while he was away from the project,
he was led to believe that the plat had been approved while in fact, it had not.
After the facts had been stated, Mr. Dvorak said that a special ordinance
would be needed to let this project continue since the preliminary plat permit
had expired and had not been renewed. If this ordinance did pass all the
necessary channels, it does not guarantee approval of the plat once it is finished.
MOTION: COMMISSIONER YOUNG moved that the Board instruction County
Counsel to investigate and find a solution that would correct this
problem, such as a special ordinance.
CHAIRMAN SHEPARD: Second.
VOTE: COMMISSIONER YOUNG: Aye.
COMMISSIONER PAULSON: Aye.
CHAIRMAN SHEPARD: Aye.
Mr. Dvorak will be in contact with Mr. Hafer regarding this ordinance.
Next on the agenda was a county land sale. The County will be auctioning off
three parcels of land in the near future. Chairman Shepard read the order
into the record. However, one of the parcels of land may be built up to become
a county road. Dick, from the Planning Department said that he believes that
the County should investigate this possibility so that they won't sell the land
and then have to buy it back at a later date. The Commissioners asked him to
look into this and get back to them. Dick said he would. Mr. Dvorak said that
the Board could approve the Order placing a subject line in the motion.
MOTION: COMMISSIONER PAULSON moved to approve the land sale order
subject to the determination of whether or not Nels Anderson
Road will affect the one parcel (Lot 800) and if it does
adversely affect, it should be withdrawn and that the other
two parcels be allowed to be put up for auction.
COMMISSIONER YOUNG: Second.
VOTE: COMMISSIONER PAULSON: Aye.
COMMISSIONER YOUNG: Aye.
CHAIRMAN SHEPARD: Aye.
Next on the agenda was a Contract for Paving of County Shops for signature.
Bids had been accepted for this job some time previous.
MOTION: COMMISSIONER YOUNG moved that the Contract for Paving of
County Shops be signed subject to County Counsel's approval.
CHAIRMAN SHEPARD: Second.
VOTE: COMMISSIONER PAULSON: Aye.
COMMISSIONER YOUNG: Aye.

Next matter that was brought up by Dick of Planning was a request from Mr.
& Mrs. Leonard Glenn, 54400 Huntington, Bend, Oregon 97701, for a fee waiver
on a conditional use permit for a mobile home. Mrs. Glenn's sister is recently
divorced with three small children, she has a bad back and has just recently
come home. Mr. Glenn said that he is willing to have the trailer be put on
his property but he can't afford to power the trailer plus pay the fee for the
permit which is $174.00. In the future, some land will be bought to place the
mobile home on it rather than on Mr. Glenn's property.
MOTION: COMMISSIONER YOUNG moved that the fee be waived.
COMMISSIONER PAULSON: Second.
VOTE: COMMISSIONER PAULSON: Aye.
COMMISSIONER YOUNG: Aye.
CHAIRMAN SHEPARD: Aye.
Next on the agenda was a Motion to Amend Order regarding MP-78-198, James
C. Stafford. The date of the Order amended is 10-11-79. Mr. Dan Van Vactor
had a request that the wording of page 3, #3 be changed to read: "3. When
the County Surveyor of another County approved Minor. .
MOTION: COMMISSIONER YOUNG moved to remove the words "if" and "and"
according to Mr. Van Vactor's request.
CHAIRMAN SHEPARD: Second.
VOTE: COMMISSIONER PAULSON: Abstain.
COMMISSIONER YOUNG: Aye.
CHAIRMAN SHEPARD: Aye.
Commissioner Paulson had a letter addressed to Dr. Obermiller who is conducting
the Attitudal Survey for the County. The letter is asking for an extension
of time (10 days) for the survey and an additional 20 days after that to complete it.
MOTION: CHAIRMAN SHEPARD moved to approve the extension.
COMMISSIONER PAULSON: Second.
VOTE: CHAIRMAN SHEPARD: Aye.
COMMISSIONER YOUNG: Abstain.
COMMISSIONER PAULSON: Aye.
Chairman Shepard had another matter to bring up regarding declaring the week of
November 10, 1979 the "Week of the Olympian". It had had an unanimous vote by
Chairman Shepard and Commissioner Young and this is the official declaration.
The Commissioners signed a letter declaring it and had a copy sent to Fred
Southwick, Director of the Central Oregon Gymnastics Academy.
