Chairman Shepard called the meeting to order at 10:20 a.m. after an Executive
Session. Pursuant to that session:
MOTION: COMMISSIONER YOUNG moved to hire Mr. Harold Brain-na-rd;a9.a
consultant for the Road department.
CHAIRMAN SHEPARD: Second.
VOTE: COMMISSIONER YOUNG: Aye.
COMMISSIONER PAULSON: Aye.
CHAIRMAN SHEPARD: Aye.
Mr.'_?Rr9inn1ar-_& is from the Oregon State Highway Division, Department of Transpor-
tation.
Next on the agenda was an order for the sale of an addressograph. Chairman
Shepard read the order into the record.
MOTION: COMMISSIONER PAULSON moved to approve the order as read.
COMMISSIONER YOUNG: Second.
VOTE: COMMISSIONER PAULSON: Aye.
COMMISSIONER YOUNG: Aye.
CHAIRMAN SHEPARD: Aye.
Items on the agenda for signature:

MOTION: COMMISSIONER YOUNG moved that the order be signed.

Maintenance Agreement for the new microdata machine.
MOTION: COMMISSIONER YOUNG moved to approve the maintenance agreement.

CHAIRMAN SHEPARD: Aye.
Order regarding Appointment to Central Oregon Housing Authority. Bob Slawson
and Bob Urell are the two new appointees of the Housing Authority.
MOTION: COMMISSIONER YOUNG moved that they both be appointed.
COMMISSIONER PAULSON: Second.
VOTE: COMMISSIONER PAULSON: Aye.
COMMISSIONER YOUNG: Aye.
CHAIRMAN SHEPARD: Aye.
Next on the agenda was a zone change order Z-79-7, Barackman. This has come
before the Board once before - at that time the Board had recommended denial.
The hearings officer has recommended approval. Since there is a contrary
decision, the Board is to rehear the matter with the appkicant present. A date
of October 31, 1979 at 9:30 a.m. was set. Craig Smith asked the Board if they
would like to institute a policy where he would have to contact the applicant
prior to review by the Board. Commissioner Young stated that when there is
a contrary decision, Craig should notify the applicant so that they may be able

to present their case.
