OCTOBER 31, 1979 - DAILY MINUTES
Chairman Shepard called the meeting to order at 10:05 a.m. with all three
Commissioners present. The first matter on tie agenda was a violation made
by Bend Millwork which Margaret Hayden had followed up on. Bill Barnett
from Bend Millwork was present to discuss the matter. Chairman Shepard asked
Margaret to present her case. In regard to site plan 78-89, site plan
compliance has not been performed in regard to the paving of a parking lot.
She talked to Mr. Barnett following a letter she had written to him on Sept.
24, 1979. Mr. Barnett had called Margaret to say that Bend Millwork had
recognized the fact that they were not in compliance with the site plan but were
not able to proceed as funds were not available. It was determined by the
Planning staff to follow through with the regular procedures and if the plan
had not been complied with they would br_brought before the Commissioners.
Commissioner Paulson asked if the project had been bonded. Margaret said that
an agreement had been signed but no set amount of money was ever posted.
Mr. Barnett was asked how money was now invested in the project--$60,000--and
possibly another $90,000 was needed to finish it. Commissioner Paulson asked
Margaret if she felt that an extension should be granted. Margaret said
yes. Mr. Paulson asked Mr. Barnett how much longer he thought he would need
to finish the project--probably by the end of July, 1980.
MOTION: COMMISSIONER YOUNG moved that an extension be granted until
July 31, 1980 to complete the landscaping and paving.
COMMISSIONER PAULSON: Second.
VOTE: COMMISSIONER PAULSON: Aye.
COMMISSIONER YOUNG: Aye.
CHAIRMAN SHEPARD: Aye.
Margaret asked the Board to have Mr. Barnett contact her 60 days prior to
the expiration date so that she can review the work that has been completed.
This" extending of an extension is based on the financial difficulty Mr. Barnett
finds himself in.
The next item on the agenda was LID #15, Rimrock West. However, since some members
of the homeowners association were not yet present, the matter was delayed until
11:00 a.m. as previously set.
For signature was an order regarding V-79-7, Jepson. Chairman Shepard read the
order into the record stating that this order was following a decision that was
made during the hearing.
MOTION: COMMISSIONER YOUNG moved to adopt the order.
COMMISSIONER PAULSON: Second.
VOTE: COMMISSIONER PAULSON: Aye.
COMMISSIONER YOUNG: Aye.
CHAIRMAN SHEPARD: Aye.

MOTION: COMMISSIONER PAULSON moved for approval of MP 79-158,
Comes.

The next item on the agenda an ordinance 203.12 concerning denial of building
permits. Lou Dvorak brought Jim Archibald into the meeting to discuss this.
Lou gave a brief summary of the ordinance for the audience--the Building depart-
ment is not to issue building permits if the health department declares the area

a health hazard. Lou stated that this the first reading of the ordinance.
Chairman Shepard asked Jim Archibald how he felt about this ordinance. Jim
said he thought that the County would benefit from such an ordinance. Mr,
Nachem stated that his property was in such a condition. In response, Com-
missioner Paulson stated that this ordinance was for the benefit of the entire county
not just Woodside Ranch. Chairman Shepard read the order into the record.
The second reading is set for November 21, 1979 at 10:00 a.m.
Next on the agenda was LID 415. Charlie Plummer and Lynn McKibben were present
for this matter, roadmaster and county engineer, respectively. Charlie
Plummer referred to the earlier meeting minutes Of October 22, 1979 in which
he was quoted by Mr. Vern Peterson. He pointed out that some of his remarks
were misquoted. .Regarding the "Slow--Children At Play" signs are being discussed
by the traffic study crew as well as speed control signs. Several complaints
were made against the road that was put in. Lynn McKibben tried to explain=
what needs to be done to bring'up to County standards, also explaining how the
road was budt. CHairman Shepard asked if the board had been released on this
project. Mr. McKibben said that it had. There was further disucssion.
Chairman Shepard stated that since the Bond had been released there were only a
few options open to the Board.
MOTION: COMMISSIONER YOUNG moved that any maintenance that the road
may require will.be done by the County road department 00~L

Jill Thompson, Assistanct County Counsel came into the meeting with an order for
the Board to sign. Chairman Shepard read the order into the record.
MOTION: CHAIRMAN SHEPARD moved to approve the order.
The motion died for lack of a second. It was suggested that October
1, 1979 be set as the deadline instead of September 15, 1979 for partitions.
MOTION: COMMISSIONER PAULSON moved to approve the order for building
applications and permits to change the final date to
Ocotber 1, 1979.
CHAIRMAN SHEPARD: Second.
VOTE: COMMISSIONER PAULSON: Aye.
CHAIRMAN SHEPARD: Aye.
Commissioner Young had left the meeting prior to this decision.
Commissioner Paulson brought up a matter that he would like to have a meeting
with department heads regarding a.review of the data of the space management
survey and personnel matters. A.date was not set.
Commissioner Paulson also stated that he would like to see a review committee
for the plan be formed. He suggested that he and Commissioner Young should
submit names to Chairman Shepard and let him make the final decision as chairman
of the Board. Chairman Shepard stated that this is s mething that would
take some time to put together as it was a very important committee.
