NOVEMBER 29, 1979 - DAILY MINUTES
Chairman Shepard called the meeting to order at 10:05 a.m. with all three
commissioners present.
The first item on the agenda was Dolo Cutter with Dan Van Vactor representing
her concerning the zoning of her property. Dan Van Vactor went into a brief
history of the problem. Mrs. Cutter and Dan Van Vactor believes that there is
an error on the zoning maps on the designation of a certain parcel of land,
tax lot 1100 for EFU as opposed to MUA-10. There was further discussion involving
listening to the October 22, 1979 work session on the plan. Commissioner
Paulson proposed an agreement that he would like drawn up to cover the following
criteria: Commissioner Paulson proposed that the Board would review quarter
sections and if that quarter section is predominately committed to development
of parcels 20 acres and below and if those parcels are predominately built out
then that entire quarter section would be zoned MUA; and that in cases where
there is an aggregate of land equally at least 40 acres that is in parcels of
below 20 acres that that in addition should be classified as MUA. County
Counsel is to get together with the planning members needed to draw up the agree-
ment policy.
MOTION: COMMISSIONER YOUNG moved that,in the case of Dolo Cutter
tax lot 1100, an error was made in the zoning and should
be and shall be zoned MUA.
COMMISSIONER PAULSON: Second for discussion.
VOTE: COMMISSIONER PAULSON: No.
COMMISSIONER YOUNG: Aye.
CHAIRMAN SHEPARD: No.
Lou is to phrase a motion to correct the error on the zoning maps and also is
to draw up an agreement so as to not make mistakes on some other land.
Next on the agenda was the road department to discuss local improvement districts,
representing the department was County Engineer Lynn McKibben and Gary Judd.
Mr. McKibben told the Board that he wished to show them how many improvement
districts the department is getting and very shortly they won't have the front
money to go ahead with this work. Commissioner Young stated that an improvement
district should not be done unless the front money is there. Mr. McKibben and
Mr. Judd were asked to get some money figures and some budget figures and return
and present them to the Board.
Chairman Shepard brought up a matter concerning Addison Street; the city of
Bend would like to have access to this road for public use. Chairman Shepard
thought that some action should be taken. Commissioner Young said that when
he talked to Lou Dvorak about this matter that an easement would be the fastest
way to go. Chairman Shepard said he would talk to Lou about drawing up an ease-
ment.
There being no further business this day, the meeting was adjourned.
