DECEMBER 21, 1979 - DAILY MINUTES
Chairman Shepard called the December 21, 1979 meeting to order at 10:03
a.m. with all three commissioners present.
The first matter on the agenda was the decision in Davis and Massman Way of
Necessity case.
MOTION: COMMISSIONER YOUNG moved that the Way of Necessity be
denied and that the findings of fact as presented by
Attorney Kolb be adopted and an order be issued to that
effect.
COMMISSIONER PAULSON: Second.
VOTE COMMISSIONER PAULSON: Aye.
COMMISSIONER YOUNG: Aye.
CHAIRMAN SHEPARD: No.
Next on the agenda was a hearing for the Bend Airport Master Plan. Present
for this discussion was:

Dan Van Vactor, representing some residents near the airport

Chairman Shepard outlined the procedure in-,nwhich the hearing was to be held.
Chairman Shepard stated that this was the first reading of the land use element
of the Bend Municipal Airport Master Plan. If adopted this master plan will
also be an element of the Deschutes Year 2000':Comprehensive Plan. There will
be thirty minutes for each side to present their case and 15 minutes each for
re4uttal and then time for the Board to ask questions. Ron Marceau stated his
case for the Airport. He had two gentlemen speak Ray Costello and Mark
Beisse from the FAA.
Giving testimony for opposition to the airport was Dan Van Vactor, Mr.
James Saul and Mr. Ken Cale and Mrs. Margaret Saul. The second reading of
this plan will be January 11, 1980.
After the hearing there was a short recess of 10 minutes.

As attorney and spokesman for the audience of the final decisions of the
Deschutes County Commissioners for December 21, 1979, Vern Robinson stated
that there was 100% approval of all actions taken this day. The audience
consisted of himself.
There being no further business this day, the meeting was adjourned.
