The first item on the agenda was Bill Monroe with a discussion regarding single- wide mobile home fees. As Bill was not present today, George Cress lead this discussion. Mr Cress gave the Board an outline of the time it takes to process a single-wide mobile home application. Chairman Young read both Mr. Monroe's previous memo and the new outline into the record. There was much discussion considering the time taken and the amount to be charged. MOTION: COMMISSIONER PAULSON moved to reduce the fee for a single- wide mobile home from $174 to $80. COMMISSIONER SHEPARD: VOTE COMMISSIONER PAULSON: Aye. COMMISSIONER SHEPARD: Aye. CHAIRMAN YOUNG: No. The next item on the agenda were three minor partitions for signature. MP 79-206, Hicks: Mr. Paschke stated that there was a declaration of dedication that accompanies this minor partition. MOTION: COMMISSIONER SHEPARD moved to accept the declaration of dedication. BOARD OF COUNTY COMMISSIONERS Next on the agenda was Craig Smith with a discussion regardin King's Forest Third Addition. Mr. Smith said that this discussion was in regard to a memo he had sent to the Board about an extension of time. MOTION: COMMISSIONER PAULSON moved to approve an extension of time for PP#417, King's Forest Third Addition until June 30, 1980. COMMISSIONER SHEPARD: Second. VOTE COMMISSIONER PAULSON: Aye. CHAIRMAN YOUNG: Aye. COMMISSIONER SHEPARD: Aye. Mr. Smith will prepare an order in this matter. Mike Maier was the next item on the agenda regarding a discussion on forest receipts, however, since Tom Gellner, city engineer was not present, Chairman Young went on the next item. For signature was an order setting hearing on annexation to La Pine Rural Fire Protection District (Newberry Estates and Wild River Subdivision). Chairman Young read_the order_.into the-:record. MOTION: COMMISSIONER PAULSON moved to set the hearing in the matter of annexation to La Pine Rural Fire Protection District for February 6, 1980 at 10:00 a.m. COMMISSIONER SHEPARD: Second. VOTE COMMISSIONER PAULSON: Aye. COMMISSIONER SHEPARD: Aye. CHAIRMAN YOUNG: Aye. Commissioner Shepard had a matter that he would like to discuss concerning the appointing of a sign code committee. He suggested several business persons who he thought might be interested in serving on this committee. Commissioner Paulson suggested that a non-business person from Redmond and La Pine be appointed to the committee. Commissioner Shepard said that he would keep working on this. Next on the agenda was a Redmond Plat for signature. However, Mr. Williams did not get the necessary signatures on the plat before coming before the Board. The next item that was brought up was a correction deed that the order was passed on December 11, 1979. Chairman Young read the correction deed into the record. MOTION: COMMISSIONER PAULSON moved to approve the correction deed. COMMISSIONER SHEPARD: Second. VOTE COMMISSIONER PAULSON: Aye. COMMISSIONER SHEPARD: Aye. CHAIRMAN YOUNG: Aye. As Tom Gellner was now present, the discussion regarding forest receipts was now begun. Mike stated that he had given the Board a breakdown of the costs and proposed options that the Board can take. Commissioner Paulson stated that at the time the monies was budgeted, the motion that he made was not followed in its intent. There was much discussion regarding the different money amounts and the various ways that the County can solve the problem. MOTION: COMMISSIONER PAULSON moved that $445,985 be allocated to the cities. 2 BOARD OF COUNTY COMMISSIONERS COMMISSIONER YOUNG: Second. There was further discussion. MOTION: COMMISSIONER SHEPARD moved for the previous question. COMMISSIONER PAULSON: Second. VOTE COMMISSIONER SHEPARD: Aye. COMMISSIONER PAULSON: Aye. CHAIRMAN YOUNG: Aye. The vote was then taken for the previous motion. VOTE COMMISSIONER SHEPARD: No. COMMISSIONER PAULSON: Aye. CHAIRMAN YOUNG: Aye. MOTION: COMMISSIONER PAULSON moved to go into Executive Session under ORS 192.660 to discuss pending litigation. COMMISSIONER SHEPARD: Second. VOTE COMMISSIONER PAULSON: Aye. This meeting was continued until Monday, January 14, 1980 at 10:00 for the purpose of signing two plats to be brought in by Craig Smith, Assistant Planner.
