Deschutes County Clerk Certificate Page +.L W c 1 If this instrument is being re-recorded, please complete the following statement, in accordance with ORS 205.244: Re-recorded to correct [give reason] previously recorded in Book or as Fee Number and Page BOARD OF COUNTY COMMISSIONERS FEBRUARY 27, 1980 - DAILY MINUTES Chairman Young called the meeting of February 27, 1980 to order at 10:00 a.m. with all three commissioners present although Commissioner Paulson did leave after the discussion items to work on the county budget. The first item on the agenda was a discussion regarding the lease of property in Redmond with David Coleman-Berger. Mr. Coleman-Berger wants to lease County land next to the Redmond Auto Wrecking yard for a Auto Dismantling and Recycling Yard. Mr. Coleman-Berger told the commissioners that he would like a thirty-five year lease for 5 acres of land on East Antler in Redmond. Chairman Young stated that this would be an industrial lease and also suggested that Mr. Coleman-Berger write the commissioners a letter explaining just what he wanted and where he wanted and for how long. Mr. Coleman-Berger said that he had done this and his letter was circulated among the commissioners. Commissioner Paulson stated that he would like a chance to look over the land as he would not like to see a number of trees felled to put up a wrecking yard. Chairman Young said that he would talk with Lou and ask him to draw up a tentative lease. Commissioner Shepard asked where the office was with regard to hiring a CETA person to inventory the county lands and find out what the county has and what it should sell. Commissioner Paulson said that as of Monday, Lucy had gotten the okay to hire someone to complete this study within 6 months. Commissioner Paulson also stated that John Andersen felt that six months is a relatively short amount of time for the work to be done. Commissioner Paulson feels that it can be done. Next on the agenda was a discussion road repair with Jesse Parrott. Chairman Young got a letter from Mr. Parrott stating that the road into an area in LaPine is so bad that the ambulances and other emergency vehicles have a hard time getting through. Mr. Parrott is asking the Commission to declare that an emergency exists and have the road fixed. Chairman Young asked if the road was deeded to the county. Mr. Parrott is not sure if it is but has been told so by the State Highway Department. Chairman Young suggested that maybe an LID should be set up or a road district. Mr. Parrott stated that a lot of the residences are people who live in California and are not always present. Commissioner Shepard stated that in that case they might have some trouble getting an LID as they would have to have at least 50% of the population out there to sign the petition. It was decided that the gentlemen would go down to the road department and talk to one of the engineers there and find out what can be done. Jim Meston came into the meeting and as Commissioner Paulson wanted to leave, Jim was taken next. Jim stated that he was having quite a problem with the dog control law in Redmond. They have an ordinance regarding dogs in the city but was complaining because Redmond only has a 6-month out of the year leash law. Mr. Meston asked the commissioners to draft a letter to the chief of police in Redmond about control of dogs within the city. Mr. Meston stated that his obligation was in the county but not in the city. Commissioner Paulson stated that the letter should state Mr. Mestons' obligations and what can possibly be done about this problem; or if the city of Redmond wants to contract for the services of the county. Commissioner Shepard had a matter that he wanted to discuss before Commissioner Paulson left. This had to do with the matter of refunding the $4.75 fee to the mobile home park owners. Commissioner Shepard had had Ken Ward. of Crown Villa call him about receiving the refund. Commissioner Shepard wanted to know if this 1 refund process was in the works. Lucy had come into the meeting and was asked if she knew anything about it. Lucy asked if the commissioners needed an order specifying who would get a refund and the amount they would be receiving. Lucy said she would look into this. Next on the agenda was a major partition, MJP 80-2. MOTION: COMMISSIONER SHEPARD moved to approve MJP 80-2. COMMISSIONER YOUNG: Second. Next on the agenda were some requests for refund from the bulding department. The first one was for Oregon High Desert Museum for $170.50 receipt number 16367--approved. The second one was for LaMoine Fulton for $37.44, receipt number 18015--approved. Next on the agenda was a Resolution Transferring funds from the general fund. This resolution transferred $7,400 from other county contributions to the planning department for printing costs that were not considered when budgeting. MOTION: COMMISSIONER YOUNG moved to approve the transfer. COMMISSIONER SHEPARD: Second. VOTE COMMISSIONER YOUNG: Aye. COMMISSIONER SHEPARD: Aye. Commissioner Shepard had a matter that he wanted to discuss with Commissioner Young regarding a call he had received from Dick Dobbs in Spokane, Washington. It seems that Spokane is putting together a comprehensive plan and would like a copy of Deschutes County comprehensive plan as a guideline. Commissioner Shepard pointed out that putting all this together plus the maps that go along with the plan would probably cost about $20.00. His question is: Should the county charge Spokane for the $20 it takes to put this together, or just be a good and neighborly government and give to them as one local government to 2 e + :w 1 another local government. Commissioner Young stated that he thought the county should just give it to them and not charge for it. Commissioner Shepard agreed. There being no further business, the meeting was adjourned.
