BOARD OF COUNTY COMMISSIONERS
MAY 1 , 1980 - DAILY MINUTES
Chairman Young called the meeting to order at 10:03 a.m. with all three commissioners
present.
The first item on the agenda was a discussion regarding Clement Baldwin's property
line with Jill Thompson and John Glover. There was some disagreement as to where
this gentleman's property line was, therefore, no one seemed to know where the drain-
field should end either. John Glover was present because he could not issue a certi-
ficate.showing completion of the drainfield until the property line was established.
Chairman Young stated that it should be turned over to the road department to do a
survey and have the property line determined. After due discussion about the corner
and procedures, Commissioner Paulson made a motion.
MOTION: COMMISSIONER PAULSON moved to instruct the road department to
survey the short road cul-de-sac as to whether their:- property
line actually exists for purposes of septic sewage system.
COMMISSIONER SHEPARD: Second.
VOTE COMMISSIONER PAULSON: Aye.
COMMISSIONER SHEPARD: Aye.
CHAIRMAN YOUNG: Aye.
The secretary was instructed to draft a memorandum to the road department regarding
this action for the Board's signature.
The next item taken from the agenda was a discussion regarding mobile homes with
Dorothy Oak. Mrs. Oak stated that her concern was with the subdivision of Buena
Ventura andthe fact that when she bought her property, she was informed that
mobile homes werNgting to be allowed in the subdivision. She stated that she had
buildt a $150,000 home on her lot and next to her will be a double-wide mobile home.
She said that the subdivision could be a beautiful subdivision if the mobile homes
were not allowed. Mr. Walt Lefor, a neighbor, was also present. Chairman Young
stated that if Mrs. Oak wanted to she go through proceedings for a zone change and
if she could get the concurrence of all of the homeowners, she could get an
elmination of mobile homes in the subdivision. Bill Mayfield, who was the developer
of the subdivision was also present. Commissioner Paulson suggested that Mrs. Oak
file her applicatin with the planning department and go through the regular
proceedings, also. Mrs. Oak said she would and John Andersen was asked to assist.
The next item taken was a discussion of the Lazy River Vector Control District Commi-
ttee members. Chairman Young read a letter from the secretary of the district,
Mr. Rex Garrett. The letter was asking the commission to reappoint Mr. John
Plamondon to the district and to appoint Mr. Don Herbert to replace Mr. Herb Taylor.
Commissioner Paulson stated that maybe in the future it would be a good idea to
have the district such as this send up a copy of their minutes of the meeting in
which action was taken to have the commissioners appoint people to committees. The
other commissioners agreed.
MOTION: COMMISSIONER PAULSON moved to appoint Don Herbert to replace
Herb Taylor and to reappoint John Plamondon to the Lazy River
Vector Control District for terms of 2years and 1 year respectively.
COMMISSIONER SHEPARD: Second.
VOTE COMMISSIONER PAULSON: Aye.

MOTION: COMMISSIONER PAULSON moved that in the future the Board draft a
letter to districts when they make such. requests indicating that
the Board required a copy of the minutes of the meeting in which
those people were recommended for appointment by the appropriate
Board.
COMMISSIONER SHEPARD: Second.
VOTE COMMISSIONER SHEPARD: Aye. COMMISSIONER PAULSON: Aye.

At this point Chairman Young interjected that Mr. Gary Kapps from a local radio station
had made some erroneous statements this morning and he had felt it his duty to call
the station and correct Mr. Kapps, at which point Mr. Kapps stated that he would correct
his statements, publicly.
Jill Thompson had a lease for county office for signature. This was a lease that would
let General Health and other county departments lease the building on South Highway 97.
The commissioners signed the lease.
John Andersen and Mrs. Oak had returned from the planning department because of some
complications. Mrs. Oak did not feel that she could get all of the neighbors to
agree to go without mobiles in the subdivision. Mrs. Oak had been told by John
Andersen that the Board could take a legislative action to change the zone but the Board
did not feel that it was appropriate to do so.
Mike Maier and Myer Avedovech had a matter to discuss with the Board and they asked
that they Board go into Executive Session which they did. As a result of that session,
a motion was made back in regular session.
MOTION: COMMISSIONER PAULSON moved that the Board instruct Mike Maier
to work with Myer Avedovech in finding a local labor attorney
to assist the Board in negotiations and discussions, to'repre-
sent the Board and that they be instructed to do this as soon
as possible.
COMMISSIONER SHEPARD: Second.
VOTE COMMISSIONER PAULSON: Aye.
COMMISSIONER SHEPARD: Aye.
CHAIRMAN YOUNG: Aye.
There being no further business, the meeting was adjourned.
