BOARD OF COUNTY COMMISSIONERS JUNE 4, 1980 - COURTDAY MINUTES Chairman Young called the meeting to order at 10:00 a.m. noting that Com- missioner Paulson was absent due to illness. Due to the fact that there were two gentlemen in the audience for another preliminary hearing, the Cloverdale Annexation was taken next. Chairman Young read the notice of final hearing for the record. Chairman Young noted that in the notice it did not state that the fire district had given approval. Mr. Charlie Traxel stated that the district did approve said annexation and it was stated in the petition. Chairman Young asked the secretary to make a note of that and be sure and include it in the next notice. Mr. Traxel stated to the commission that he had submitted another petition to be set up for a hearing date and that he felt that this would take care of their district. However, this first petition did exclude the Mackenzie Canyon as the access is very poor. Mr. Traxel stated that in excluding the canyon, he had excluded two residences from the fire district that he would like to add. Mr. Traxel stated that he would be willing to talk to county counsel if she should have any legal problems with it. Mr. Traxel is asking for a continuance on this petition until the second residence has submitted a letter asking for annexation. Chair- man Young asked for a motion. MOTION: COMMISSIONER SHEPARD moved to continue this annexation until further notice from Mr. Traxel. CHAIRMAN YOUNG: Second. VOTE COMMISSIONER SHEPARD: Aye. CHAIRMAN YOUNG: Aye. The next item taken was a preliminary hearing in the matter of annexation to Rural Fire Protection District No. 2 (Hopp). Chairman Young read the notice of final hearing for the record. As there was no one present to object to this annexation, Chairman Young called for a motion. MOTION: COMMISSIONER SHEPARD moved to set the final hearing for July 2, 1980 for the Hopp Annexation. CHAIRMAN YOUNG: Aye. VOTE COMMISSIONER SHEPARD: Aye. CHAIRMAN YOUNG: Aye. Chairman Young announced that there would ordinances listed on the agenda due to th was absent. The next item on the agenda was an order for vacation of Saddle Drive. Chairman Young read the order for the record and then asked Gary Judd of the Road Department to give some additional information. Gary told the commission where the road was located and also that he had some mis- givings about vacating it as it might leave the subdivision landlocked. Gary told the commission that he would like to refer this to legal counsel to get some legal advice. Commissioner Shepard stated that he felt that this matter should be delayed until further information is obtained. Chairman Young asked the secretary to check the April 26, 1980 minutes when the first hearing was held. MOTION: COMMISSIONER SHEPARD moved to postpone further consideration of this vacation of Saddle Drive until further information is obtained. CHAIRMAN YOUNG: Second. VOTE COMMISSIONER SHEPARD: Aye. CHAIRMAN YOUNG: Aye. The next item on the agenda was an order for acceptance of a reserve strip on American Lane for Public Access. Chairman Young read the order and then asked Gary Judd to give some additional information. Gary stated that there is a fence across the road blocking traffic; past the fence the road continues. This strip would be filled with cinders and would allow the passing of vehicular traffic. Gary had some pictures of the road to show the commission. Commissioner Shepard asked if there could be an order drawn up so that some cinders could be put into this reserve strip to make it more encouraging to use. Gary said that he would have an order drawn up. MOTION: COMMISSIONER SHEPARD moved to accept the reserve strip on American Lane for Public Access. CHAIRMAN YOUNG: Second. VOTE COMMISSIONER SHEPARD : Aye. CHAIRMAN YOUNG: Aye. Next on the agenda was an order for the naming of a public road: Hakkila Avenue. Chairman Young read the order for the record and then read a letter from Don Olander who is opposed to the road being maintained by the county. Chairman Young stated that the county would not be maintaining the road; this order merely named the road, but nothing else would change. MOTION: COMMISSIONER SHEPARD moved to approve the order naming Hakkila Avenue. CHAIRMAN YOUNG: Second. VOTE COMMISSIONER SHEPARD: Aye. CHAIRMAN YOUNG: Aye.. Chairman Young asked if there was anyone present who wished to discuss the road department or general fund bills. As there was not, he went on to discussion from those present. Doug Maul was present to discuss with the commissioners the leases for the trailers that would house certain county offices during the courthouse remodeling. Doug ex lained that the whole transition into the trailers would probably cost 20,000 and stated that the county was in a good position. Chairman Young asked if two commissioners could sign the leases and Doug said yes.
