BOARD OF COUNTY COMMISSIONERS
JUNE 26, 1980 - DAILY MINUTES
Chairman Young called the meeting to order at 10:00 a.m. with all three
commissioners present.
The first item on the agenda was a discussion regarding an appointment to
the Central Oregon Housing Authority (Grace Elder) with Commissioner Paulson.
Commissioner Paulson stated that Mrs. Elder had called him a couple of days
ago to inform him that she does not want to be reappointed to this committee
and feels that the commission would be well advised to get some "young blood"
into the committee. She says that most of the people on the committee now
were retired persons. Commissioner Paulson said that Mrs. Elder's appointment
ends in August, 1980 so someone should be found prior to that time. Commissioner
Paulson stated that maybe the president of the Central Oregon Builders Assoc.
would know of someone and he would write a letter to them.
The next item on the agenda was a discussion regarding possible reduction or
waiver of fees with Carl Hopp and Phil Paschke. As Mr'.) Hopp was not present,
it was decided to go onto the next item.
There was a discussion of _fees and the possible adoption of them for the coming
year. Mike Maier was present for this discussion and presented the board
with some orders setting new fees for various county departments. The first
order was for setting the fees at the Solid Waste dump sites as discussed pre-
viously. Chairman Young read the order. There was a deletion to.be made
in the order in that the commission did not feel that a bicycle tire should
be charged for dumping.
MOTION: COMMISSIONER PAULSON moved to approve the order
as indicated deleting the words "or bicycle"
from the order.
COMMISSIONER SHEPARD: Second.
VOTE COMMISSIONER PAULSON: Aye.
COMMSISIONER SHEPARD: Aye.
CHAIRMAN YOUNG: Aye.
Commissioner Shepard felt that it was appropriate at this time to tell the
other commissioners that he had received a phone call from a Mrs. Thompson
telling him that she thought it was a good idea that the county is going to
start charging at the dump. She stated that everywhere else she lived, she
had always paid to go to the dump.
Mr. Hopp was now present so the second item was returned to. Mr. Hopp stated
that in this particular instance his partition was a conditional use and he
was going to have a conditional use on the lot and he wanted one of the fees
waives or reduced. The commission agreed with him and the following motion
was made.
MOTION: COWjISSIONER PAULSON moved to proceed with the
processing of MJP 80-5 and the fees to be applied
will be those fees set by the commission and
the planning director before final approval is
given for the partition.
COMMISSIONER SHEPARD: Second.
On discussion, Commissioner Shepard stated that he felt that it was important
to have the planning director in on the discussion of fees since the memo had
come out that if not enough fees were collected, it would mean a reduction
in staff.

In a previous discussion, Mike had told the board that they could not raise the
Sanitation Department's fees according to OAR regulations but he had since
talked with John Glover who told him that OAR allowed the fees to be raised.
An order was discussed and mobile home fees were also;
MOTION: COMMISSIONER PAULSON moved to set up the fees in the
Sanitation Department as allowed by the OAR, Chapter
340-712.

fees for the mobile home parks.

Commissioner Paulson stated that these raised were made with the rationale
that they would make the department self-sufficient. The orders for these
motions would be typed up and signed later the same day.
There was an order regarding Hotel and Motel fees:

signing of the letter and to approve its
content.

Commissioner Shepard then had some concerns about the 24-D spraying of water
hemlock. There had been an article in the paper that had caused some con-
cern and Commissioner Shepard felt that there should be some kind of insurance
on the county's part now.
MOTION: COMMISSIONER PAULSON moved to direct.Doug Maul
to obtain insurance coverage for the 2-4D
spraying of the water hemlock for the $750
premium he had quoted to them.
COMMISSIONER SHEPARD: Second.

CHAIRMAN YOUNG: Aye.
There was a letter to be sent to Marv Young regarding this topic which
Commissioner Paulson had drafted. It was decided that the letter would
be sent to Mr. Kerfoot rather than directly to Mr. Young and Mr. Young
would receive a copy.
There was a resolution in the matter of Cloverdale Rural Fire Protection
District. This resolution set the preliminary hearing for July 16, 1980.
Chairman Young read the resolution.

There was also an order in the matter of Formation of Special Road District
for Howell Hilltop Acres. Chairman Young read the order.

setting July 16, 1980 as the preliminary hearing.

CHAIRMAN YOUNG: Aye.
Next on the agenda was an easement for the Little Deschutes River Access
road for the department of fish and wildlife. Chairman Young read the
"meat" of the easement.
MOTION: COMMISSIONER PAULSON moved to approve the easement
to the Little Deschutes River Public Access.

The last item on the agenda was a request for refund: Sanitation Department,
