JULY 10, 1980 - DAILY MINUTES
Acting Chairman Paulson called the meeting to order at 10:00 a.m.
with himself and Commmissioner Shepard present. Commmissioner Young
was still on vacation.
The first item on the agenda was a discussion regarding Tetherow
Crossing Local Improvement District with Neil Hudson, but as no
one from the road department was present, Chairman Paulson went on
to the next item.
The next item were two declarations of dedications. Chairman Paulson
read both of these declarations.
MOTION: COMMISSIONER SHEPARD moved to accept both declarations
of dedication to the county.
CHAIRMAN PAULSON: Second.
VOTE COMMISSIONER SHEPARD: Aye.
COMMISSIONER PAULSON: Aye.
Next on the agenda was a Certificate of Appropriations of Funds
for the Extension Service in Redmond. Chairman Paulson read
the certificate for the record and a motion was made.
MOTION: COMMISSIONER SHEPARD moved to approve the appro-
priation.
COMMISSIONER PAULSON: Second.
VOTE COMMISSIONER SHEPARD: Aye.
COMMISSIONER PAULSON: Aye.
The road department gentlemen were now present and so the first
discussion was returned to. Commissioner Paulson had a letter that
he had drafted to send to a Mrs. Gibson regarding setting up of an
LID. Commissioner Shepard stated that he had talked to Mrs. Gibson
on the phone recently and explained to her the complexities of
setting up an LID. He has also written her a letter and asked her to
get in touch with him as he has not)been able to talk to her.
Commissioner Paulson asked Commissioner Shepard to take care of this
and send Mrs. Gibson the letter. Commisssioner Shepard said he
would.
The next matter for discussion was LID #15 with Neil Hudson. There
has been some problems with the road out there as it was very bumpy
but it was not a safety problem. Mr. Hudson stated that the gentleman
involved would be happy if the road crew went out and put a sealer
on the road to help it out. However, he does want a letter from the
attorney stating this.

Neil had another matter that he wished to discuss with the commission
regarding the opening of bids. He asked that the commission let him
open the bids out at the road department rather than having to come
up to the commissioner's office to do so. The commission saw nothing
wrong with that as long as it is advertised and the public are wel-
come to attend. Neil said that they would be.

Neil.now had, for the commi sion.:ers approval, the bid for the backhoe
that the road department needed. Bend Industrial Supply had won the
bid, being the low bidder at $39,897.
MOTION: COMMISSIONER SHEPARD moved to approve Bend In-
dustrial Supply as the low bidder for the back-
hoe at $39,897.

There was an agreement on segregation of tax lots. It was read by
Commissioner Paulson for the record.

between Sherman Van Cleave and Deschutes County.

Mike Maier had some contracts that came from the Deschutes County
Health Department for some of their contracted employees. Contracts
included were: Pamela Lundy, Dorothy Tweedt, Dorlee Twingen,
Audrey Downs.
MOTION: COMMISSIONER SHEPARD moved to approve the
contracts.
COMMISSIONER PAULSON: Second.

Mike discussed the possibility of talking to the legislature through
the commission that the county cannot take any more cuts due to their
tax base failing etc. Commissioner Paulson asked Mike to draft a
letter to that effect and have the board review it.
John Andersen had a matter to bring up concerning the county owned
surface mine pit in Redmond. He was wondering what the county in-
tended to do with that pit. Commissioner Paulson stated that he
is willing to go along with the road department and planning depart-
ment suggestions that someone be found to mine it and the county
continue to buy their cinders, or it could just sit unmined:

residential and maintain it as a storage site for
the road department.

Commissioner Paulson had asked the planning director to ask the
planning commission to come up with a date for a joing meeting that
would be satisfactory. John reported that the commission had come
up wtih August .13, 1980 at 8:00 p.m. if the commission agreed.
