BOARD OF COUNTY COMMISSIONERS
AUGUST 6, 1980 - COURTDAY MINUTES
Chairman Young called the meeting to order at 10:00 a.m. with all three
Commissioners present.
The first item on the agenda was a preliminary hearing for the annexation
of Rural Fire Protection District #2, Cooper. Chairman Young read the
Order. There was no discussion on the subject.
MOTION: COMMISSIONER SHEPARD moved to adopt the Order for a
final hearing for R.F.P.D. #2.
COMMISSIONER PAULSON:. Second.
VOTE COMMISSIONER PAULSON: Aye.
COMMISSIONER SHEPARD: Aye.
CHAIRMAN YOUNG: Aye.
The second item on the agenda was a preliminary hearing for the LaPine
Special Sewer District. Chairman Young read the Order setting the Final
Public Hearing. Betsy Shay of the Planning Department brought to the
attention of the Board that Item "C" under facts and findings of the
Planning Staff Report eliminated. Mr. Clay Edwards from LaPine questioned
where the boundaries were for this sewer district. Chairman Young suggested
to Mr. Edwards that he get a map from the Planning Department. Commissioner
Shepard mentioned that the Commission had received a letter from some
people in the sewer district that didn't wish to be in that proposed district.
He suggested the Board take a look at the proposed boundaries and possibly
make any appropriate changes. Chairman Young stated that it was the
privilege of the Commission to make any changes. Kay Nelson of the Planning
Commission stated that she would be in favor of any changes necessary on
the sewer district boundaries. Commissioner Paulson asked that if the
boundaries were changed before the final hearing if it would have to be
processed through another preliminary hearing. Commissioner Shepard mentioned
that it should be treated as any other change and shouldn't have to go through
the process twice.
MOTION: COM11ISSIONER PAULSON made a motion to adopt the Order for
a final hearing.

Next item on the agenda was a final hearing to annex Rural Fire Protection
District (Cloverdale). Chairman Young read the Order for the annexation.
There was no discussion on this matter.

The next item on the agenda was a final hearing on annexation of the Rural
Fire Protection District - Cloverdale, a separate parcel of land that that
mentioned above. Chairman Young read the Order. Hearing was opened. There
was no discussion on the matter.
MOTION: COMMISSIONER SHEPARD moved to approve the order.

The next item on the agenda was a Final Hearing on the formation of
Howell Hilltop Acres Special Road District. Chairman Young read the
Order. Marvin Young, a resident of the proposed special road district
stated that the roads were continuing to deteriorate, and members of
the district were eager to begin work.
MOTION: COMMISSIONER PAULSON moved to approve the order.
COMMISSIONER SHEPARD: Second.

Next Chairman Young read a Resolution regarding establishment of Summershade
Drive (all of) setting a hearing on September 17, 1980.

COMMISSIONER SHEPARD: Aye.

Next on the agenda was the matter of the renaming Bluegrass Lane (portion of)
to North Bluegrass Lane. Bluegrass Lane is a figure 8 road and the reason
for renaming is to separate the north end from the south end.
MOTION: COMMISSIONER SHEPARD moved to adopt the order.
COMMISSIONER PAULSON: Second.
VOTE COMMISSIONER SHEPARD: Aye.
COMMISSIONER PAULSON: Aye.
CHAIRMAN YOUNG: Aye.
Next was the matter of renaming of Bluegrass' Lane (portion of) to South
Bluegrass Lane.
MOTION: COMMISSIONER SHEPARD moved to adopt the order.
COMMISSIONER PAULSON: Second.
VOTE COMMISSIONER SHEPARD: Aye.
COMMISSIONER PAULSON: Aye.
CHAIRMAN YOUNG: Aye.
The next item on the agenda was the matter of renaming Skidgel Road to
Lincoln. Commissioner Paulson moved to adopt the order. Marion Anson
of LaPine expressed her concern that the area on Skidgel Road was sub-
divided by her mother, and that Skidgel Road is a namesake road. Marion
stated that it was named after her father who had helped to put in the
road. The original plat has the road labeled as Skidgel Road. The Road
Department had received a petition from several people in that area to rename
the road to Lincoln and they are presently using Lincoln as their address.
Marion also stated that she had a letter from the post office requesting
the people to use the name as Skidgel, but they are at present still using
Lincoln and receiving their mail. No one seemed to know the reason for
the people in that area wanting the road renamed to Lincoln. Marion Anson
and her mother were not in favor of this change. Since Commissioner Paulson

had moved to adopt the order the motion continued.
MOTION: COMMISSIONER PAULSON moved to adopt the order.
There was no second to the motion.
VOTE COMMISSIONER PAULSON: Aye.
COMMISSIONER SHEPARD: NO.
CHAIRMAN YOUNG: NO.
Also in this matter, Chairman Young suggested that the county put up a
road sign to try to hinder people from taking the sign down. If anyone
was caught taking the sign down it would be damaging of County property.
He also said he would talk to the Post Office in LaPine to see about not
delivering mail to those who continued to use Lincoln as their address.
The next discussion was presented by Mike Kment, of the Central Oregon
Builder's Association. He expressed his concern regarding capping fills
and the new rules for DEQ. Mike read the new rules. He stated that
the rules made it harder for builders, and also for possible house buyers
in the area. One drawback that Mike mentioned is that it would cost an
extra $2,500.00 for a construction of a drainfield site. John Glover of
the Sanitation Department also stated his concern against the new rules.
Mike asked the Board to grant him a temporary advance from the new rules
until it could be taken up at a hearing with the D.E.Q.
MOTION: COMMISSIONER PAULSON moved to send a letter as outlined
by Mike Kment suggesting he be given an advance until
the hearing.
COMMISSIONER SHEPARD: Second.
VOTE COMMISSIONER PAULSON: Aye.

As there was no further discussion, the meeting was adjourned.
