BOARD'OF COUNTY COMMISSIONERS
SEPTEMBER 24, 1980 - REGULAR MEETING
Chairman Young called the meeting to order at 10:01 A.M. with all three
commissioners present.
The first item on the agenda was canceled due to a compromise prior to the
discussion.
The next item on the agenda was a discussion regarding participation in the
Community Corrections Act. Chairman Young stated that he didn't think he
was too interested in participating in this act. Commissioner Shepard stated
that he has been interested in the possibility of a corrections facility on
this side of the mountains. Commissioner Paulson stated that this was nothing
to do with a new facility, that the act provided money to the participants and
when someone was transferred from here to a correctional institution in the
valley we paid them money. Commissioner Shepard stated that he would like to
talk with Barney Cosgrove and Bart Ferrera of the State Corrections Division
before coming to any decision on participation.
Rick Isham stated that he has a Resolution which adopts the Budget for Deschutes
County for the fiscal year of 1980-1981 but that the appropriations will take
a while longer to prepare. Rick presented the Resolution 480-207 adopting
the County budget for 1980-1981 to the Board for action.
MOTION: COMMISSIONER SHEPARD moved to approve Resolution 480-207 adopting
the Deschutes County budget for 1980-1981.

The next item was a report from Jane Kirkpatrick of Family Counseling on the
legislative department cuts. Jane related to the Board some of the problems
their department has been having because of the budget cut. She expressed
concern especially that their subcontractors are being hit very hard. Also
Jane expressed concern about their new office quarters. She stated that
the office is very cold in the mornings and extremely hot in the afternoon.
She has contacted the contractor several times in the last four months but has
had no results. Commissioner Shepard suggested that they do not pay rent until
it is fixed, and that they begin looking for a new office. This was the
concensus of the Board.
At this time the Board resumed their conversation on the Community Corrections
Act, as Barney Cosgrove of the State Corrections Division was present. Mr.
Cosgrove stated that there are only four other counties in the State that
are participating in this act. Deschutes County has participated in the act
but under the Regional Management Plan. Chairman Young stated to Mr. Cosgrove
that the County had not planned on participating in this act. Mr. Cosgrove
suggested that the Board submit a letter to Mr. Watson which states that the
County is interested in the regional management plan or option 2. This would
not actually obligate the County to participate, but would enable them to
obtain more information on this matter. The Board agreed to do this.-
The next item discussed was an Order 4680-202 determining the effective date of
Certain Building Permit Applications of LaMoine Brant. This was in regards
to the action taken at September 16, 1980 meeting of the Board in which
Commissioner Shepard and Chairman Young were in favor, and Commissioner Paulson
denied. Chairman Young read the Order with the conditions for the building
permit. As the conditions were added and not something which came about at
the September 16, 1980 meeting, Commissioner Shepard requested that the signing
of the Order be postponed until he had time to review these conditions. The
Order will be put on Tuesday, September 30, 1980 agenda.
The next item was an Order 4680-203 setting a re-hearing for Frank Dean, CU-80-47.
The date for the re-hearing will be Courtday, October 15, 1980.

John Andersen related to the Board for their information that they have been
billed for the 50 copies of the Comp Plan and related ordinances and amendments
and that the bill was over $1100.00. John stated that after their budget on
printing costs will not hold up after this bill is paid.
There being no further business, the meeting was adjourned.
