Deschutes County Clerk Certificate Page ..C If this instrument is being re-recorded, please complete the following statement, in accordance with ORS 205.244: Re-recorded to correct [give reason] previously recorded in Book or as Fee Number and Page BOARD OF COUNTY COMMISSIONERS OCTOBER 13, 1980 - SPECIAL MEETING/MOBILE HOME CRITERIA Chairman Young called the meeting to order at 10:00 A.M. All three Commissioners were present. Chairman Young read the Ordinance #80-206 Adding Section to Ordinance PL-15 relating to selected residential areas for single-wide mobile homes and providing standards and criteria relating to the approval of single-wide mobile homes in residential areas, also amending Section 4.060(3)(N) of Ordinance PL-15 to allow non-farm related single-wide mobile homes in the Multiple Use Agricultural (MUA) Zone; and declaring an emergency. This proposed ordinance #80-206 was discussed at the October 9, 1980 Board meeting and continued to this date for public input purposes. MOTION: COMMISSIONER PAULSON moved that the second reading be by title only. COMMISSIONER SHEPARD: Second. VOTE COMMISSIONER PAULSON: AYE. COMMISSIONER SHEPARD: AYE. CHAIRMAN YOUNG: AYE. The meeting was opened to the public for discussion. Chairman Young read a letter submitted from William McCann, attorney of law, as testimony regarding this ordinance. Myer Avedovech, Hearings Officer: Myer stated that he had put together some figures relating to the difference between 20,000 square feet and 22 acres in regards to the amount of single-wide mobile home hearings he hears. Myer stated that out of approximately 20 hearings on single-wide mobiles in the next few weeks, one is less than 20,000 square feet, which is in a rural service center. He stated that the normal size of lots for mobile home placement applications are 1 to 12 acres. Therefore, 20,000 square foot criteria would have very little impact on the hearings he holds. He stated that if the ordinance is adopted as proposed with the 2k acre maximum, other criteria would have to be developed in regards to the lot size. Chairman Young: Chairman Young stated that he objects to the 22 acre lot size as it is not always affordable to many people in the county. Dan Van Vactor: Dan stated that the residents in a neighborhood should have some control in placement of mobile homes and that if the subdivision is not more than 50% built with stick-built homes that placement should not be objected to. He also stated that with larger lot sizes, there is less chance that the neighbors housing will be seen whereas the small lot size has great impact as the housing is closer together. MOTION: COMMISSIONER SHEPARD moved to adopt Ordinance #80-206 as proposed. COMMISSIONER PAULSON: Second. VOTE COMMISSIONER SHEPARD: AYE. COMMISSIONER PAULSON: AYE. CHAIRMAN YOUNG: AYE.
