Commissioner Paulson was not in attendance. The first item on the agenda was the review and decision of Z-80-13, Ordinance #80-210, Deschutes County - applicant. This property is- located on Knott Road and was approved by the Hearings Officer. The proposed change is from EFU-20 to SM zone. MOTION: COMMISSIONER SHEPARD moved to read Ordinance by title only. CHAIRMAN YOUNG: Second. VOTE COMMISSIONER SHEPARD: AYE. CHAIRMAN YOUNG: ;AYE. Chairman Young read Ordinance #80-210 relative to Z-80-13. MOTION: COMMISSIONER SHEPARD moved to adopt Ordinance #80-210. CHAIRMAN YOUNG: ;Second. VOTE COMMISSIONER SHEPARD: AYE. CHAIRMAN YOUNG: ;AYE. The next item for review and discussion was Z-80-14, Ordinance #80-211. MOTION: COMMISSIONER SHEPARD moved to read by title only. COMMISSIONER YOUNG: Second. VOTE COMMISSIONER SHEPARD: AYE. COMMISSIONER YOUNG: AYE. Chairman Young read Ordinance #80-211. This is a proposal to rezone an to approve Ordinance #80-211. The next discussion was on Z-80-15, relative to Ordinance #80-212. MOTION: COMMISSIONER SHEPARD moved to read Ordinance by title only. CHAIRMAN YOUNG: Second. VOTE COMMISSIONER SHEPARD: AYE. CHAIRMAN YOUNG: AYE. This proposal is to rezone EFU-20 to SM on designated area. MOTION: COMMISSIONER SHEPARD moved to approve Ordinance #80-212. CHAIRMAN YOUNG: ;Second. VOTE COMMISSIONER SHEPARD: AYE. CHAIRMAN YOUNG: AYE. Rick Isham brought before the Board an Order #80-223 regarding the approval made by the Board last week for a temporary use permit for Mr. and Mrs. Salgado to place a mobile home. Chairman Young read the Order. MOTION: COMMISSIONER SHEPARD moved to approve Order #80-223. CHAIRMAN YOUNG: Second. VOTE COMMISSIONER SHEPARD: AYE. CHAIRMAN YOUNG: AYE. Commissioner Shepard brought to the attention of the Board that he had a visit from a gentleman regarding a letter received relating to the require- ments for application for placing a single-wide mobile home. The letter i stated that he must establish how many site built homes there are in the area and how many building permits have been issued to lots in the area to satisfy the application requirements. Commissioner Shepard stated that it would not be too difficult=to find out how many site built homes there are, but it is a difficult task to establish how many building permits have been issued. 'Chairman Young stated that after talking to the building official, it was mentioned that the process of finding out how many building permits have been issued to a certain subdivision could take a whole day. Chairman Young stated that this should not be the responsibility of the applicant, but that the County should be able to supply necessary information which is required for an application. Rick Isham mentioned that in Polk County the Building Department keeps maps on subdivision and marks each lot with a color when a permit is issued to that lot. Rick also stated that maybe the whole mobile home placing process should be reviewed 'again. Chairman Young suggested that the Board do some research on this matter and requested that Rick Isham review this information thoroughly and report to the Board next Tuesday, October 28, 1980, on this problem. The next discussion was with Ed Graves, County Surveyor and the Professional Land Surveyor's Association. Bob. Karl, President of the''Association, stated that they have come before the Board due to a rumor that the Surveyor was to be relocated at the Road Department and that they would like them to be located either in the:Courthouse or the annex. Both Chairman Young and Commissioner Shepard stated that they had not heard this rumor. Chairman Young stated that as far as.he knows, the original plans for the Courthouse include the Surveyor's Office and that it will remain as the plans show. George Cook, Surveyor, stated that he doesn't feel people should have to go all over the County to get copies of surveying maps and the other necessary components. He feels that it is important that this office is centrally located. Dave Hoerning stated that the rumor was started because the Surveyor's office needds:a full-time secretary and that if it was located at the Road Department there would be someone there at all times. He suggested that the Board consider finding monies to hire a full-time secretary for the Surveyor's office as it is very important to have someone at all times handling the maps. Chairman Young stated that the Board will look into the matters discussed and will get back to them as soon as possi- ble. As there was no further business, the meeting was adjourned. (Absent) ROBERT C. P ULSON, JR., COMMISSIONER /tr BOARD OF COUNTY COMMISSIONERS i GENERAL DISCUSSION WITH BOARD OF COMMISSIONERS AND MEMBERS OF THE PROFESSIONAL LAND SURVEYOR'S ASSOCIATION. Mr. Bob Karl, President of the Professional Lane Surveyor's Association, began the discussion stating that the reason they were before the Board was to discuss the relocation of the County Surveyor's Office. He stated that-in light of the energy situation that the Surveyor's Office should remain in the Courthouse!. Chairman Young stated that the plans which were drawn up are what will determine where the Surveyor's office!will be located and that he was sure that the Surveyor's office according to the plan was to be located either in the Courthouse or the Annex. Mr. Bob Karl stated that he had heard a rumor that the office was to be relocated at the Road Department. Chairman Young stated that he had not heard this rumor and that as far as he knew the Surveyor would be located at the Courthouse or the annex. Mr. George Cook,:surveyor stated that he thought the Surveyor's office should be centrally located and that people should not have to go all over the County to gather up all the information involved with surveying. He stated that the surveying maps are very important and should-'be easily accessable to the people in need of them. Mr!. Dave Hoerning stated that there had been some discussion of moving the surveyor's office out to the Road department. Chairman Young stated that there may have been some discussion regarding this matter but there had been nofinal decision. Mr. Dave Hoerning stated that he had heard this rumor from Mr. Neil Hudson, Director of Public Works. He stated that this rumor may have been started due to the need for a full-time secretary for the surveyor's officeiand that the present secretary for the subject department is scheduled to be let go at the first of the year. Mr.'Hoerning stated that there was discussion that if the Surveyor's office was relocated at the Road department that the secretaries out there could handle the filing of the surveying maps. Mr. Hoerning did not feel that this would be appropriate, as the Surveyor's office needs their own secretary so that the same person was doing the filing. If there were,more than one doing this filing there would be a better chance of losing some of these documents and he stated that it is very important to keep these documents where they can easily be found. Commissioner Shepard asked the members of the association present if they had any recommendation. Mr. Ed Graves, County Surveyor stated that he would like to Board to consider the possibility of finding monies for a full-time secretary at the first of the year, as his secretary (CETA) was to be laid off at that time. Chairman Young stated that he place f6r the' discussion.
