NOVEMBER 17, 1980 - MOBILE HOME WORKSHOP
This meeting was called to session on Monday, November 17, 1980 at
2:15 P.M. Those present were Commissioner Paulson, Commissioner Shepard,
Chairman Young, John Andersen, Planning Director and Mr. Gordon
D'Armand, a concerned citizen.
The purpose of this meeting was to investigate the section of the
County Zoning Ordinance relating to single wide mobile home
criteria.and establish criteria reasonable for the placement of
mobile homes in the County.
Chairman Young began by stating that he thought the system of
determining building permits issued by the use of the Data Processing
Department computer will work, but in his''-opinion, he feels the
structure should be on the property before it is determined as
a site built home. There was a general discussion involving
questions as to how much of the structure must be there and
if -it should be:occupied.
The Commissioners discussed some of the problems with the criteria
as it reads now. One problem with the criteria is that the burden
is on the applicant to establish how many lots have site-built
structures on it and also to obtain information on how many building
permits have been issued in the subdivision or area. Chairman Young
stated that he didn't feel the applicant should have to establish
this criteria and that it is hard for them to determine just where
a lot line begins and ends. He also stated that it is especially
difficult in a large subdivision. Commissioner Shepard agreed
that this criteria causes some inconvenience, but that at this time
the County just doesn't have the staff to complete an entire
investigation of subdivisions in the County during office hours.
John Andersen confirmed this statement and stated that a couple of
planners have done three subdivisions, but that there is a lot more
work left involved. Commissioner Paulson feels that the Ordinance
as revised would be a good ordinance after some of the "wrinkles"
are ironed out. Feels that the new criteria gives single wide
mobile home applicants an advantage, not a disadvantage.
Mr. Gordon D'Armand suggested to the Commissioners that instead of
using criteria within the general subdivision that it be site
specific and each lot be determined according to that lot. There
was a general discussion of the possibility of using a specific
square foot radius. There seemed to be a prbblem with this in
that using a radius may be favorable to a lot whereas the lot adjacent
would have a slightly different radius and may not be favorable if
there was too many site built's in that radius.
Chairman Young suggested the possibility of using building on site
rather than building permits issued. It was noted that this problem
could be solved as the Planning Department, Legal Department and
Data Processing are now in process of -programming the computer to
give this information. This would lessen the burden of the applicant.
Commissioner Paulson suggested that if the building permits issued,
were within 10% of the 50% built-out requirement that it be used
as criteria, whereas it not even be looked at if under 40%. Commissioner
Shepard stated that he felt the most serious problem the County has
is that the Planning Department does not have the staff to investigate
the criteria requirements of the single wide mobile applications.
John Andersen stated that he would like to get a CETA employee to
work in his department, to enable the staff to be available for
this investigation.and that this person could help with the map work
for each subdivision.
Gordon D'Armand expressed some concerns regarding the lot size and
the 50% built-out requirement. He stated that even if the lots
were only 2% built-out, but if all the houses built-out were
$200,000.00 homes they would still probably be against the placement
of a single wide mobile in that area. This is Mr. D'Armand's reason
for suggesting the site specific criteria as each lot isIdifferent
and should be handled individually. I
Commissioner Paulson stated that he had listed the main problems
with the ordinance. He related that there were 5 areas which should
be looked at specifically. 1) Using subdivision boundaries or
specific radius; 2) whether the staff should gather information on
building permits and site-built homes or whether the applicant should
do so; 3) if criteria should be based on building permits issued
and houses built, or completed structures only; 4) 50% built-out
or site specific criteria; 5) lot size requirements.
A discussion was held of the possibility of hiring a consultant
to do the work on establishing the site-builts in each subdivision
in the county. Commissioner Paulson suggested that John!Andersen
check into the cost of this project and the possibility of hiring
other than a consultant. for a less cost. John stated that he would
look into this matter-and report to the Board as soon ashpossible.
Commissioner Paulson will be working with Rick Isham on the five
problems and investigate these alternatives with him. Chairman
Young suggested that everyone proceed with post haste on their
specific projects concerning this ordinance and that thelBoard
get together and discuss results of this investigation as soon as
possible. i
