Deschutes County Clerk Certificate Page If this instrument is being re-recorded, please complete the following statement, in accordance with ORS 205.244: Re-recorded to correct [give reason] previously recorded in Book or as Fee Number and Page SPECIAL MEETING JANUARY 13, 1981 BOARD OF COMMISSIONERS OBJECTIVES MEETING "DESCHUTES COUNTY COMMISSION DIRECTIONS FOR 1981." Chairman Paulson reconvened the meeting of the Board of Commissioners for 1/13/81 at 2:00 P.M. to discuss Board Objectives for the year 1981. All three commissioners were present. At this time the Board reviewed a discussion outline titled "Deschutes County Commission Directions for 1981". The outline was intended to be a focal point for discussion leading to the identification of specific major objectives for the Board of Commissioners to pursue during the calendar year 1981. Five specific objectives were discussed and the Board agreed that all five should be objectives to pursue in 1981. The first objective deals with the County's budget crisis. The second streamline county management in operations. The third forma Citizen Advisory Cabinet (this name may be changed before the actual formation). The fourth objective deals with the formation of a public relations/information campaign. The fifth deals with improvement of staff inter-communication. After discussing and approving these should meet again on Monday, January of these objectives in more detail. objectives the Board agreed that they 19, 1981 at 10:00 to continue discussion Two motions were made during the meeting relating to the county budget. MOTION: SHEPARD mooted that Paulson be appointed as budget officer for the coming year. YOUNG: Second. VOTE SHEPARD: AYE. YOUNG: AYE. PAULSON: AYE. MOTION: PAULSON moved that the County submit an "A" and "B" ballot to the voters for their action on May 19, 1981. YOUNG: Second. VOTE PAULSON: AYE. YOUNE: AYE. SHEPARD: AYE. One of the overriding objectives that seems to be intertwined through all of the five objectives is that the Board wants to create a more positive public image for the County government. This will be addressed by dealing with all of the other five objectives. For example, some of the things discussed as possibilities for improving the county image were to have the Director of Public Works meet with LaPine Lions Club and explain the County's plans for the next 4-5 year regarding improvement of roads in the LaPine area. Also a suggestion was made by Commissioner Young that the county might consider placing identifying signs by q'ach new road project indicating that the project was funded through the Deschutes County Road Department's road funds.
