SPECIAL MEETING - LOWER BRIDGE ESTATES
BOARD OF COUNTY COMMISSIONERS,
DESCHUTES COUNTY, OREGON
JANUARY 23, 1981
Chairman Paulson called the meeting to order at 11:00 a.m. All three
Commissioners were in attendance.
This meeting was continued from the regular Board of Commissioners
meeting of January 22, 1981.
This meeting was called for the purpose of discussion regarding
the road alignment for Lower Bridge Estates. A decision on whether
the road designed by the developer or the County Road Department
should be built was discussed during this meeting.
Dave Jaqua submitted some copies of letters and the schedule for
LTD's into the record. He stated that he had been given some
alternative suggestions for the road alignment by the Road Department,
but had not thought he had to use those suggestions. Neil Hudson
stated that the County only wants to bring roads into their system
which are going to be safe. It was noted by the use of a map
that the grades would be slightly different, that proposed by the
Road Department, less steep than that of the developer. But, it
was also noted that the difference was not enough that it would make
the road any safer. Commissioners Shepard and Young had looked at
the subdivision. Young stated that the developers have already
begun to align the road, and can't see having them go another route
and expend so much money, just to make the grade a little less steep.
The Road Department claimed that they believed their alignment would
be safer, as when coming down the grade, someone in a vehicle would
be able to see the intersection at a lower elevation, thus enabling
them to stop better in icy conditions. Dave Jaqua stated that the
road aligned by the developer would be steeper, but in icy conditions,
both alignments would be very hazardous for those in a vehicle to
stop. He related that Road Department's suggested alignment would
not make it any safer. Neil Hudson then stated that to those who
know the road and know what to expect, they should be able to cope
with the situation. He stated that it would be those not familiar
with the road that would have difficulties. Dave Jaqua stated that
even if someone knew what to expect, they may still not be able to
stop.if the road was in slick condition.
After much discussion and information gathered, the Board felt that
both roads would be hazardous in bad weather conditions, and that
n6.ither('1road could be considered safer than the other.
MOTION: YOUNG moved that the alignment and grade as proposed by
engineer, Lynn McKibben, and the subdivider, be accepted.
SHEPARD: Second.
VOTE YOUNG: AYE.
SHEPARD: AYE.
PAULSON: AYE.
Shepard stated that he felt the Road Department did a good job in
making a recommendation, but that the reason for accepting the subdivider's
alignment was that he could find no just proof that the Road Department's
alignment would be considered safer. Paulson suggested providing for
some kind of standards for roads which could be used for maintaining
a'standard procedure in the future. The Road Department, along with
others interested will be checking into this and will get back to the
Board.
