COUNTY BOARD OF COMMISSIONERS MARCH 6, 1981 - SPECIAL MEETING Chairman Paulson called to order a special meeting of the Board of Commissioners at 3:30 p.m. Commissioner Young and Commissioner Shepard were also in attendance. This meeting was called to discuss the relationship of the Library Board and the Board of Commissioners in terms of roles and responsibilities. Kathy Walsh, Chairman of the iLibrary Board was also in attendance. Chairman Paulson said he met with Marybeth Arbuckle, County Librarian in June, 1980 to discuss a~.mumber of issues, one being the By-laws of the Library Board. He felt that there were a number of things contained in those by-laws that were not appropriate. Kathy Walsh said that she was concerned about the Board sending out a performance evaluation on Marybeth Arbuckle and at that point felt it necessary to clarify the the Library Board's position on these matters, as the Library Board had always done the performance evaluations in the past. She noted that the Library Board had in the past been involved with hiring and firing library staff also, and felt that their res- ponsibilities in these areas needed to be more clearly defined. After much discussion on how authority should be delegated and how personnel actions should be taken, Chairman Paulson suggested that;-.the Board send a letter to the Library Board indicating some kinds of guidelines they could use in drafting a new set of by-laws. Discussion followed as to what these guidelines should include or not include, and where authority for certain actions should lie. Ms. Walsh said she would bring this matter up for discussion at the next Library Board meeting to obtain input from that body.
