Commissioner Shepard said that Tumalo Irrigation is in-
terested in arranging a land trade with the County,
and he expressed support of such a trade. Commissioner
Paulson expressed concern about the zoning and felt that
the County should hold on to its land holdings until the
County Land Inventory is complete. Commissioner Shepard
said he would get some further background information to

Discussion Lou Selken, District Attorney, gave a brief history of
regarding the current gambling ordinance in Deschutes County,
Gambling which was adopted in 1975. This ordinance is only a
County Ordinance, the incorporated cities within the
County are permitted to adopt and enforce their own
gambling ordinances. He discussed some of the problems
with the ordinance and some problems that had developed
within the County as a result of gambling activities.
Ed Fitch, City Attorney for Redmond, was also present.
He is presently drafting a new gambling ordinance for
the City of Redmond, which he discussed briefly.

Mr. Selken said he felt that the present County gam-
bling ordinance needed amendment or that they should
draft a new ordinance. He noted that this would en-
able public input on the matter in the form of public
hearings. Chairman Paulson suggested that Mr. Selken
draft a new ordinance and bring it before the Board
for their review. Mr. Selken agreed to do this.
Discussion re- Mick Tye, Sun Country Engineering, came before the Board
garding sewer to request that they grant an easement to the City of
easement across Bend for a sewer line across County property. He

of the proposed easement. This sewer line is designed
to serve the surrounding area and not just one sub-
division. Chairman Paulson askedlif the County would
receive any reiteration for the easement. Mr., Tye
said they would not. Craig Smith, Planning Department,
said it should be reviewed by the Road Department and
that the line be installed in such a way as to allow
the construction of a road over the property. The
Board expressed a willingness to grant the easement,
but did not want to make a motion to that effect until
approval was obtained from the Road Department. Mr..Tye
agreed to obtain approval and come back before the
Board at that time.

present supply of brochures. Commissioner Young said that
this action had been taken because there were presently
three groups with the same purpose, so it was decided to
combine these efforts, resulting in the disbanding of the
Deschutes County Advertising Committee.

specifications which stated that all agregate must be
washed. However, this was unclear because there were
conflicting statements in the original specifications.
They were concerned because this would create a sig-
nificant increase in cost. After further discussion,
it was agreed to place this matter on the next day's
agenda when Mr. Hudson of the Road Department could be
present.

proposed resolution is the result of concern expressed
by LCDC that the policies in the urbanization amendment
in the plan could be used to discriminate against cer-
tain permitted uses. Mr. Andersen read the resolution.

Order #81-104 signature and approval. This is an order appointing
members to the Redmond Urban Area Design Review Com-
mittee and providing for length of terms.
