Chairman Paulson called the meeting to order at 10:00 a.m. Commissioner

Discussion -
Mick Tye came before the Board to request an easement
regarding
for a sewer line over county land. This land is the

land that the County plans to build a portion of Denser
County Land
Road on. Mr. Tye had an easement already prepared for
the Board's signature. Rick Isham said that the Road
Department had a problem with this because of the fill
requirements. Craig Smith said that the fill needed to
be done in a manner to facilitate the future construction
of Denser Road. It was noted that the easement had no
requirement to meet Road Department fill requirements.
MOTION: YOUNG moved that the County enter into the
agreement subject to the approval of the final
document to be prepared by County Counsel. The
Road Department will also review the document.

Discussion
Michael Maier, Director of Adminstrative Services, said
regarding

Sharing Funds. This meeting was scheduled for those
hearings. Chairman Paulson opened the hearings.
Mr. Maier gave a brief outline of what's been recommended
for these funds. The County expects to receive approx-
imately $500,000. He went over the line items under
Revenue Sharing as proposed in the Proposed 1981-1982
Budget, noting changes from last year's use of Revenue
Sharing funds. Commissioner Shepard asked if this was
an estimate of the Revenue Sharing receipts. Mr. Maier
responded that it was, based on the formula used to com-
pute distribution of these funds, and that the funds are
pretty secure, Revenue Sharing funds had not been cut in
the proposed Federal Budget. Mr. Maier said that the
only discressionary item was the remodelling of the
Courthouse Annex.
There was some disucussion on the future of Revenue
Sharing funds and what should be budgeted under Revenue
Sharing. Helen Rastovich and Oscar Bratton were present
to support the funding of and express the need for addi-
tional memory storage in the computers in Data Processing.
Mr. Bratton said that the Department of Revenue monitors
his office regularly and presented to the Board a letter
to his office from the Department of Revenue.

use it for range improvement, or the county could keep
it and do the improvement themselves. In the past,
Commissioner Young said, the county had an advisory
team who made recommendations for the use of these funds.
Commissioner Paulson suggested that they also put this
before the Recreation Committee for review, as it was
possible to use these funds for a reservoir. Commissioner
Young said he would contact the members of the disbanded
advisory committee to see if they would be interested in
serving on a new committee which would make recommendations
for the use of these funds. Mr. Maier suggested contacting
the County Extension Agent for a recommendation also.

DISCUSSION: SHEPARD asked Mr. Bratton what would happen
if they did not use this service. Mr. Bratton
responded that their department would not attempt
to make these appraisals and the assessed value
would be less than it should be in the future.
