Chairman Paulson called the meeting to order at 12:15 p.m. Commissioner
Young and Commissioner Shepard were also in attendance. The meeting was
called for the purpose of meeting with the Judges to discuss'.budget
cut-backs for the Courts.
Chairman Paulson called for comments from the Judges in attendance.
Judge Copenhaver said that he had reviewed the Circuit Court budget
and did not feel that a 20% reduction was possible because of time de-
mands for trials and they have already docketed in advance. He suggested
asking court-appointed attorneys to waive their fees and discussed this
briefly. He also suggested asking jurors to waive their reimbursements,
and voluteer to serve on the jury, which would save $10 per juror, plus
mileage. He discussed this further. Chairman Paulson asked how much
he expects to save as a result of these measures. Mike Maier, Director
of Administrative Services, said that Circuit Court's 20% amounted to
$2,200. Judge Copenhaver said that he could not come up with an exact
figure, but thought the amount would be substantial. He noted that they
have several multiple-day trials coming up, and if the jurors waived
their fees, the savings would be substantial. Judge Thalhofer noted that
some attorneys may be willing to waive a jury trial as well, which would
amount to some further savings.
There was some further discussion on the budget figures for the 11th
Judicial District. Since there were other counties contributing to
their budget, Deschutes County could not pocket all the savings them-
selves, but it would have to be divided between all the contributing
counties. Judge Perkins said that it was his feeling that the cutback
should not effect the other counties. There was some discussion on
how the Courts could operate in order to provide regular service to the
other counties while cutting back in Deschutes County.
Chairman Paulson asked how cutbacks could be made in the Juvenile Depart-
ment. Bill Jones responded that thele only possibility he saw for making
a reduction was in the area of detention. This was discussed. Chairman
Paulson asked about making a 20% reduction in Counsellor's time. Mr.
Jones responded that the current caseload is more than they can keep up
with on a full-time scale.
Chairman Paulson said that he-felt that the Courts could not be called
upon to make the same sacrafices as other County departments. He sug-
gested that they each present a plan to the Board to save money. There
was some discussion on this. Judge Copenhaver said that if they can
save the money from 5 jury days, this would result in a $2,000 savings.
He expects to have 20 jury days in the remainder of the fiscal year.
Rick Isham asked if the Courts could accept filings for the Clerk'-s
office on their closed day. Judge Copenhaver responded that they
could not do that. Judge Thalhofer said that District Court may be
able to to that, if it were agreeable to Rosemary Patterson.
Commissioner Shepard expressed approval of the suggestions presented
by the Courts. He said that with the Juvenile Department any cutback
is going to further endanger the public but they must cut back.,,, He
suggested that they ask the Juvenile Department to take a-10% cutback,
as they had asked the Sheriff's Department to do.

MOTION: PAULSON moved to accept the recommendations of the twc
Courts and require a 10% money savings on the personnel
line of the Juvenile Department.
SHEPARD: Second.
Mike Maier 'said`that'under the proposed reductions, he had listed
District. Court and the Juvenile Department as taking 20% cuts, so
without that being done, the money will have to come from other de-
partments. He said that $5,890 is 20% of the Juvenile Department's
budget. Commissioner Shepard felt that a further cut would have to
be taken. Commissioner Young said that he will not vote in favor
of any exceptions.
MOTION: PAULSON withdrew the motion and moved to accept the recommen-
dations.of the two Courts and require a 20% moneyc•savings on
the personnel,,line of the Juvenile Department.
SHEPARD: Second.
VOTE: PAULSON: AYE.
SHEPARD: AYE.
YOUNG: NO.
Being no further business, the meeting was adjourned.
