Chairman Paulson called the meeting to order at 10:00 a.m. Commissioner
Shepard and Commissioner Young were also present.

ing was intended as a reading by title only. The Board
discussed the ordinance briefly. Commissioner Shepard
noted that on page 8, Section 1.030 (1) stated that the
use of pennants, streamers, valances, propellers or similar
devices would be prohibited under the existing text. It
was suggested that that text by changed to read: (1) "Uses
pennants, streamers, valances, propollers or similar wind
activated or attention attracting devices. These devices
when not part of any sign, but on the premises where a sign
is utilized, are similarly prohibited unless they are
permitted specifically by other legislation."
MOTION: SHEPARD moved to change the text to read as
suggested.

Under Section 1.040 (4), on page 9, the word "than" was
changed to "that". This was a typographical error.
They discussed briefly this item. Rick Isham, County
Counsel, noted that the pre-existing status had no bearing
on the text of the sign. The text on a pre-existing illum-
inated sign could change.
The Board will hear the second reading of this ordinance
on April 29, 1981 in a regular meeting.
Award of Neil Hudson, Director of Public Works, came before the
Bids to sup- Board. He had sent the Board a memo dated April 13 regarding
ply crushing the bids received. The low bid for Knott landfill was
of aggregate from R.L. Coats in the amount of $119,010. The low bid
for Negus Landfill was from Mid-Oregon Crushing in the
amount of $115,376. Mr. ;Hudson said that this reflected
a 7% reduction in quantity to accomodate the budget.
No bids were disqualified.

Discussion
Neil Hudson came before the board. He said that there

He said that these were still undergoing development,
and this was not the residential situation the Board had
dealt with in the past. Gary Judd, Public Works, came
forward with the engineer's report on each of these.
He recommended denial for the Lovestone Acres L.I.D.
because they had dedicated no roads to the public. He
added that they had already hired their own contractor
and had done the work themselves to save the time of
going through the L.I.D. process. He then went over the
engineer's report on Crest Ridge Estates and located the
area on a map and explained its location. He said the
total cost for this would be $378,000. He recommended
that the cost be divided equally between lots, resulting
in a cost of $5,250 per lot. He said that if the Board
approves this they will begin the remonstrance procedure.
He said that the developer is still the owner of all of
the lots in Crest Ridge Estates. He said the reason for
the high cost was that there are no existing streets.
MOTION: YOUNG moved to accept the engineer's report and
deny the request for the L.I.D. in Lovestone
Acres.

There was some discussion on what date to set for the
hearings. May 13,'.1.1981 was decided upon.
MOTION: YOUNG moved to instruct the Director of-Public
Works to send out remonstrances`'for Crest Ridge
Estates setting,the hearing for May 13, 1981 and
to accept recommendations of the engineer's and
accept the engineer's report.

There was some further discussion on road vacations.
Chairman Paulson requested that the person requesting
the vacation be made known in some way when the orders
come before the Board. Mr. Isham said that in order to
petition a road vacation, one must collect 12 signatures.
Since these signatures were not being collected, the

Requests There were three requests for refund before the Board.

receipt #23079, requested by Riversbend Ranch in the
amount of $8.00. The third was receipt #22001, requested
by John Newman in the amount of $39.52. All three were
approved.

Public Con- reorganization of his office staff for the Board's approval.
