Amendments to Chairman Paulson said that there would be one amendment the Agenda to the Agenda, Consideration of the letter received from Carol Bruno, President of Resort Bus Lines. The Board briefly discussed this item, in which it is requested that the Board approve a schedule change in which the Bend-Sunriver-LaPine service would be incorporated with the Chemult service. MOTION: SHEPARD moved to amend the agenda to include Resort Bus Lines. YOUNG: Second. VOTE: PAULSON: AYE. SHEPARD: AYE. YOUNG: AYE. Public Hear- Dick Knoll, Planning Department, came before the Board ing to Con- to explain this briefly. The requested zone change is sider Z-81-1 from R-2 to R-3 Limited Residential. He said that the and PL-81-1 most significant result of this change would be to allow for Larkspur greater housing density. This is within the Redmond Urban Homes Growth Boundary. He showed the location of the parcel on a map. It is adjacent to other R-3 land. He said that this had been before the Redmond Urban Area Planning(.! Commission, as a public hearing and they unanimously decided to approve this because of the similarity of that land in terms of its character to that land already zoned R-3. The reason it was originally zoned R-2 was because the butte located close by was zoned R-2 because of its topography. This land was also encompassed in that land zoned R-2. Actually, this parcel is more like that land zoned R-3, which is why the Redmond Urban Area Planning Commission approved the zone change. Chairman Paulson explained that the public hearing was open and that Mr. Knoll's comments are to be included in the hearing. There was some further discussion of the matter. Mr. Knoll said that one other related item the Board should be aware of was that there are some problems in the area with water pressure. The State recommends at least a static water pressure of 20 pounds per square inch. Presently the water pressure is at or below that level. If there is a housing development they should provide an interim system for improving the water pressure. Howard Krause briefly explained this. He explained that the reason for the water pressure prob- lem was that this was near the water treatment plant which Page 1 of 4 Deschutes County Board of Commissioners May 12, 1981 Regular Meeting operates on a gravity flow basis. The water plant is not high enough above this area to afford sufficient pressure. He said that they are planning to place a bond proposal on the ballot for construction of a reser- voir in this area to provide sufficient pressure to meet the needs of the area. There was some further minor discussion. MOTION: YOUNG moved to approve Z-81-1 and PA-81-1 and adopt the findings of the Redmond Urban Area Planning Commission on Z-81-1 and PA-81-1 and their conditions of approval. SHEPARD: Second. Commissioner Young said that although he does not approve of the formation of the Redmond Urban Area Planning Commission he will not use that as a means of preventing development in areas. Presentation Betsy Shay, Planning Department, reported on a project on the Bend that the County is involved with in which problems with Road Renaming present road names are being addressed and remedied. Project The Post Office and various emergency service departments have had problems with locating addresses because of the lack of organization in naming roads. This group has gotten together with the County Road Department and other affected agencies to find the roads that are causing the most problems. They have come up with a list of about 30 similar sounding names. They are evaluating these now. They want to evaluate the County roads in a phased manner, and hold public hearings to incorporate public input to come up with new names for the roads. She said that they want to begin with streets in the Bend area. They met last night and decided on a hearing date before the Bend Urban Area Planning Commission. The will contact affected property owners. After the Bend Urban Area Plan- ning Commission hears these, they will come before the Board of Commissioners. Commissioner Young expressed concern about the attitude of the Bend Urban Area Planning Commission. He read in the minutes that they did not want to be bogged down with public input. He felt that their attitude seemed to be to leave the public out as much as possible. Ms. Shay explained that this is not their ap- proach, they will ask for staff comments as well as rely on public comments. There was some further discussion on this. Rick Isham, County Counsel, said that under ORS 215.110 and 227.120 County roads that lie within the City fall under the exclusive jurisdiction of the County for re- naming purposes. Chairman Paulson noted that the new road names will not be adopted until January of 1982. This will allow those affected Sufficient.time to send out change of address notification. Mr. Isham explained that the Board could adopt a Special Ordinance or a Page 2 of 4 Deschutes County Board of Commissioners May 12, 1981 - Regular Meeting General Ordinance. A Special Ordinance would rename streets, whereas a General Ordinance would set up a procedure for renaming streets. Ms. Shay said that the Bend Urban Area Planning Commis- sion will hear this on the first of June and they expect it to have several hearings. She hopes that it will be before the Board by the end of July. Award of Neil Hudson, Director of Public Works, explained this. Alarm System He noted that there was a substantial spread between the bids high and low bids. He consulted the alarm system manufac- turer and was told that the job could be done for approx- imately $20,000 to $25,000. The low bid was in the amount of $20,715 by ADT Security Systems. He check into references for this firm and found them to be reputable. The highest bid was in the amount of $75,000. Mr. Hudson said that it was his recommendation that the Board accept ADT Security Systems' bid. Mr. Isham explained that he had reviewed the contracts submitted by this firm and had found some language that may have allowed them to variate from the bid specifications, so Mr. Isham had added a provision reacknowledging the specifications. Their signatures will have to be reacknowledged as a result of that addition. There was some discussion on the alarm system itself. Mr. Hudson explained that it had been decided to install a microwave beam system. MOTION: YOUNG moved that they approve the contract to ADT Security Systems and authorize Neil Hudson to sign the contracts for the amount of $20,715. SHEPARD: Second. VOTE: PAULSON: AYE. VOTE: PAULSON: AYE. SHEPARD: AYE. YOUNG: AYE. Declaration Neil Hudson explained this. He said that property owners of Dedication who owned lots overlooking the Deschutes River did not on River Bend have sufficient space to construct a septic tank drainfield Drive on their property. They felt that if River Bend Drive (soon to be constructed under an LID) were to be constructed farther over, that would allow sufficient space for them to construct their drainfields. They arranged for this declaration of dedication so that the road could be con- stucted there, in the hope that the current easement would be vacated, allowing them a larger lot size. MOTION: YOUNG moved to accept the declaration of ded- ication. Mr. Isham said that there is no guarantee that the County will vacate the existing roadway. If it is not vacated, it will not help them on their setbacks at all. Mr. Page 3 of 4 Deschutes County Board of Commissioners May 12, 1981 - Regular Meeting Hudson explained that he had made the people involved aware of this, but they were willing to take this gamble, because if the road were to be constructed as originally planned, there would be no way they could change it. They have not requested a vacation at this point, however, but it is expected that they will. Commissioner Shepard suggested that Mr. Hudson send a letter indicating this to those involved, to prevent any misunderstandings in the future. He felt that it was important that there be something to this effect in writing. SHEPARD: Second. VOTE: PAULSON: AYE. SHEPARD: AYE. YOUNG: AYE.
