Amendments to Amendments to the agenda were listed on a separate the Agenda attached sheet. Those were: (1) Appointment of Board members for River Bend Estates Special Road District, (2) Discussion and signature of Order for Odin Crest LID, (3) Administrator of Ordinance 203-6 and 203-7, (4) Appointment of Carol Morehead to the Library Board, (5) For Signature: (a) Deed between Deschutes County and Brooks Resources relating to Parks and Recreation land exchange, and (b) Orders in the matter of refund of taxes, #81-273 through #81-276. MOTION: YOUNG moved to approve the amendments to the agenda. PAULSON: Second. VOTE: PAULSON: AYE. SHEPARD: AYE. YOUNG: AYE. Final Hearing: Chairman Paulson opened the public hearing. He read Order F.R.P.D. #2 #81-237 by title only. There were no comments. Chairman "Throop" Paulson closed the public hearing. MOTION: YOUNG moved that Order #81-237 by approved for the annexation. SHEPARD: Second. VOTE: PAULSON: AYE:., SHEPARD: AYE. YOUNG: AYE. Appointment of The Board had received a letter dated May 23, 1981 from Board members June Sebastian of Special Road District #1 in which to Special candidates for appointment to their Board of Directors Road District was listed. They will be replacing two persons leaving #1 the District. Recommended for appointment were Norman Frebel and Lloyd Dunn. MOTION: SHEPARD moved to approve their recommendation. YOUNG: Second. VOTE: PAULSON: AYE. SHEPARD: AYE. YOUNG: AYE. Administrator This is to appoint the Director of Public Works as the of Ordinance administrator of these ordinances. Chairman Paulson 203-6 and read the document aloud by title only. This item had 203-7 been discussed in the June 2 regular Board meeting. Commissioner Young said that he felt this action was untimely. Also mentioned was a memo dated May 29, 1981 from Neil Hudson which explained this-further. Page 1 of 3 r Deschutes County Board of Commissioners June 3, 1981 - Courtday Appointment of Commissioner Shepard explained that Kathy Walsh, who Carol Morehead had been the Chairman of the Library Board, had resigned. to the Library He said that it was important to replace her as soon as Board possible because they will be making some important decisions in the near future. The Library Board has recommended that Carol Morehead be appointed. MOTION: SHEPARD moved to appoint Carol Morehead to the Deschutes County Library Board to complete Kathy Walsh's term. YOUNG: Second. VOTE: PAULSON: AYE. SHEPARD: AYE. YOUNG: AYE. This appointment will expire on July 1, 1983. Deed between This had been discussed in a previous meeting. Chairman Deschutes Paulson explained that this involved land near Shevlin County and Park along Tumalo Creek that Parks and Recreation wants Brooks Re- to use for the extension of Shevlin Park.
