Amendments to Commissioner Shepard noted that there was one item for the Agenda action that should be included with today's agenda and that was signature of a letter regarding their previous day's action on the Lane Ladner appeal. MOTION: SHEPARD moved to amend the agenda. YOUNG: Second. VOTE: PAULSON: AYE SHEPARD: AYE. YOUNG: AYE. Discussion re- Jordan Maley, Associate Planner, came before the Board garding Land- to make a presentation on the Landsat Project. He handed sat Project out a printed report to each Commissioner. He explained that this was the same report that was required by the Pacific Northwest Regional Commission to document how their funds had been spent on this project. This report contained information needed to apply the data. He ex- plained the background of this project and a little bit about the Pacific Northwest Regional Commission. He explained that this information was obtained from a sat- telite orbiting the earth as well as photographs from U-2 spy planes. He said that the satellite photographs are processed through a computer which codes the information to be used with a base map. He said that at the outset of the project they identified what information they were interested in in order to maintain direction in their work. Areas of interest included agricultural lands, range land and forest lands. He illustrated this on some of the actual maps. He then discussed the map system briefly, explaining that it was a quadrangle system. With this system, they can find a parcel of property by the legal description alone. He then explained the system for using this information and the practical applications of it. He described how to to interpret the information to determine what the ground cover on a particular piece of property is. With respect to farm-land, the satellite maps did not show enough detail, so that information had been supplemented with interpretation maps that gives further information. After some further discussion, Mr. Maley explained that this information is available to anyone, but to obtain duplicate maps, one must purchase them from Oregon State University. Discussion and Denny Newell from Central Oregon Intergovernmental Council decision re- came before the Board seeking their decision with regard garding CETA to the CETA Consortium Contract agreement. Mr. Newell contract for briefly explained the circumstances leading up to the change 1981-82 in policy requiring public agencies to administer the CETA programs. Deschutes County had signed the letter of intent of the balance-of-state counties to accept administration of CETA programs, with the provision that Deschutes County be held harmless from any liability. Since that time, a new contract has been drafted, in which liability falls Page 1 of 6 Deschutes. County Board of Commissioners June 10, 1981 - Regular Meeting on the administrative level at which it occurs; the Counties must accept liability separately and jointly. County liability on a separate and joint basis is a condition set forth by the federal government, as well as others which were addressed in the agreement. He said that the two major areas where liabilities occur are in illegal hiring and fraud. There was further discussion on this. He said that they are working under time constraints, as notification of participation or nonparticipation is required five months beforeethe beginning of the fiscal year. Mr. Newell had mentioned during discussion that the federal Secretary of Labor is responsible for providing CETA programs to all areas of the nation, and Mr. Paulson asked about this. He wondered if this service would still be supplied in the area if the Board decided against undertaking administra- tive duties. This was discussed briefly. It was agreed that the Board would try to make a final decision on the matter by the following Tuesday. Mr. Paulson said that he felt that the Countylexperiencing economic hardships, and they cannot be asked to administer federal programs for them. He felt that it was totally within the federal government's ability to administer these programs. He added that he does not want his action to be construed as opposition to this program, because he feels that this is a needed program. Trans- that Pacific Power and Light had applied for a permit to con- mission Line struct a transmission line, but problems were met because of a conflict with an airstrip at the Stephens Ranch. Because of this, they are seeking an alternate route. Mr. Hudson showed the alternate route on the map, which crossed Ferguson Road and joined Tekampe Road. They have contacted Jan Ward about putting it across his property, but to date he has not responded to their two offers. At this point, the Tekampe route or going through Mr. Ward's property are the two options. Chairman Paulson suggested that a hearing would be appropriate. He sug- gested that Mr. Hudson coordinate this, get an ad in the paper and schedule it for hearing. Neighboring property owners should also be notified. Commissioner Young said that he concurred with the suggestion. There was no further discussion. He said that the State has two permits for access, which he showed on a map. This was located near LaPine. He said that the access needs to be widened and the old road vacated. MOTION: SHEPARD moved that they authorize to sign the permits. YOUNG: Second. VOTE: PAULSON: AYE. SHEPARD: AYE. YOUNG: AYE. He ex- Order #81-022 plained that this was an ordinance for a plan amendment and zone change that the Hearings Officer approved at a public hearing on May 18. He showed the affected property on a map. It was zoned light industrial, and they wanted to change the zone to general industrial. He said that it is separated by two canals from high density residential. He said that the DEQ conditions are not included in the ordinance but that would be a condition of site plan approval.
