Chairman Paulson was absent and the Acting Chairman, Commissioner Abe
Young, called the meeting to order at 10 a.m. Commissioner Shepard
was also present.

Acting Chairman Young read the ordinance out loud, requesting
that those persons present comment. There were no persons
present who commented and it was stated that the Second
reading would be two weeks from this date. Commissioner
Shepard commented on the fact that the Pinwood Road section
was not a part of this particular hearing; that item would
be heard at a later date. There was some discussion re-
garding clarification of some road name changes between
Chairman Young and Commissioner Shepard and the Road De-
partment and also Betsy Shay from the Planning Department.

back to a 1979 interpretation of the ordinance which re-
quired filling certain criteria at that time which is now
changed to fill all criteria. It was stated that there
had been a prior commitment from the Board of Commissioners
in 1979 to Mr. Burton, the Engineer which stated that they
would not be required to pave through Tetherow Crossing
Subdivision to reach their subdivision. The Board requested
that an affidavit be provided by Mr. Burton on that matter.
Chairman Young suggested that the minutes between April 24,
1979 and December, 1980 be searched for a confirmation of
what transpired at that time. Mr. Jaqua's point was
"what is the process" and interpretation of the changes
in the ordinance. It was decided that the.Board office,.
would research for the minutes in question and that Mr. Jaqua
and/or Mr. Burton would obtain the affidavit from Mr. Burton.
Admission of This item was scheduled by Mr. Paulson and due to his absence,

r Animal Control Mike Maier gave the background information on this matter
Proposal based on his memo to the Board, Sheriff, Humane Society
and Clerk in which he outlined the basic concept of the
Humane Society performing the licensing and the County
performing the patrolling with a compatible split in funds
to cover both. It was all discussed, commented upon
and explained by each party, including Mr. Bob Lovlien,
President of the Humane Society. It was agreed that there
were some details to be worked out.': .
MOTION: YOUNG moved that they approve the "concept" of the
program.

Other Staff Chairman Young asked if there were any persons wishing to
& Public speak under this item and Mr. & Mrs. Lawrence Nesbitt were

re-built which had been burned out in the recent Redmond
fire. Chairman Young indicated that all fees would be
waived for those persons suffering the loss. Mr. Nesbitt
expressed a problem with the zoning 4lf his place and was
advised by Chairman Young to see the Planning Department and
if they had any problems to come back to the Board at a
later date.
