Chairman Young asked for comments from the audience.
Dave Jaqua, a Redmond Attorney, said that this ordinance
as drafted fairly well incorporates his understanding of
what the Planning Commission intended to recommend. He
felt that having the Planning Department handle the ini-
tial extension for three months was a good idea. He
felt that paragraph 4 should be changed to require appli-
cation for extension within 60 days, rather than a deci-
sion within 60 days. He also felt that the $1,000 fee
was too high for the third extension request. Commissioner
Shepard said that he also was concerned with this fee
amount. There was some further discussion on this.
MOTION: SHEPARD moved to amend the ordinance to provide
for $250.00 in place of $1,000.00.

Typographical errors contained in the ordinance draft were
also noted for correction.
Commissioner Shepard expressed his approval of the ordin-
ance. Chairman Young said that he felt that this ordinance
takes power away from the Board and further insulates the
Commissioners from the public. There was some futher dis-
cussion.
MOTION: SHEPARD moved to adopt Ordinance #81-024.
The motion died for lack of a second.

Commissioner Shepard explained that the Library Board had
appointed a review committee to interview potential Lib-
rary Directors. They had interviewed four persons and
were recommending that the Board hire Ralph Delamarter of
Salem.
