Commissioner'Young called the meeting to order at 10:00 a.m. Commissioner
Shepard was also in attendance, Chairman Paulson was absent.

Acceptance of Darrell Davidson, Sheriff's Department, was present for
Bids for 4WD this. He said that the only bid they got was from Rob-

a concern that maybe the reason they had not received
any other bids was that they did not have any 1981's
to bid, so Robberson went ahead and bid 1982's. Rick
Isham, County Counsel, suggested putting this out for
re-bids, changing the specifications to 1982 vehicles,
or call for 1981's or 19821's.
MOTION: SHEPARD moved that since the bid received was
outisde the specs it was non-responsive that
they advertise for 81's or 82's individually
or together.
YOUNG: Second.
VOTE: YOUNG: AYE.
SHEPARD: AYE.
Award of Bids Neil Hudson, Director of Public Works, said that they
for Sedan put out the bid for an X-body type car, with front wheel
drive. He said that there was one non-responsive bid
from Robberson Ford on a used vehicle. He recommended
that the bid be awarded to Bob Thomas Chevrolet for a
1981 Citation:,,at a cost of $8,045.64.
MOTION: SHEPARD moved to accept the Director's recom-
mendation to accept the bid of Bob Thomas Chev-
rolet for a Chevy Citation for $8,045.64 and
declare that Robberson Ford's bid was non-res-
ponsive.
YOUNG: Second.

SHEPARD: AYE.
Discussion re-Mr. Hudson said that he had sent the Board a memo regard-
garding care- ing this, dated August 18. The honor system is not work-
taker at Al- ing at the Alfalfa landfill, and they are considering
falfa Land- having a part-time caretaker. He said that it is anti-
fill cipated that the additional revenues generated by the
placement of the caretaker collecting fees would produce
twice the amount of money it would cost to fund the pos-
ition. There was some further general discussion.
MOTION: SHEPARD moved that we accept the Public Works
Director's recommendation and go for a two-
month trial period and after that time they
will see where they are.
YOUNG: Second.

Commissioner Shepard asked about the possibility of open-
ing another landfill in the Tumalo area. The residents

of the Tumalo area have quite a distance to drive to
the nearest landfill. Commissioner Young said that
attempts in the past to open a landfill in the Tumalo
area had failed, because residents near the proposed
sites had objected strongly. Mr. Hudson suggested that
if Fryrear Road went through to the landfill, it would
allieviate the problem. The Board agreed that this
should be looked at further.
Other Staff/ Mike Maier, Director of Administrative Services, came

cerns Marine Patrol budget. He said that he had received a
request from Chris Williams, Director of Search and Res-
cue, to expend funds from his budget. He said that
$28,090 is their current budget. The expenditure would
be for the purchase of a boat in order to fulfill a con-
tract with the Marine Patrol Board. They would agree
to perform marine patrol duties for a payment of $24,377.
The cost for a new boat is expected to be about $2,000.
They do not need to go to bids for this amount of money,
so they will be able to collect quotes and try to get
the best deal. There was some further discussion.
MOTION: SHEPARD moved to sign the contract pending
the approval of County Counsel.

MOTION: SHEPARD moved to approve the transfer of this
money as recommended by Chris Williams.
