Chairman Paulson called the meeting to order at 10:00 A.M. Commissioner
Shepard and Commissioner Young were also present .
Amendments to Amendments to the agenda were: LaPine 208 Water Study
the Agenda Inventory and a discussion of a crosswalk at Buckingham
School.
MOTION: SHEPARD moved to amend the agenda as described.

Final Action The Board has already held the public hearings and first

Shay, Planning Department, explained why this road name
was changed.
MOTION: SHEPARD moved to approve Ordinance #81-032.
PAULSON: Second.
Commissioner Young indicated that he would vote no on
the motion because he did not feel that a commission made
up of persons living in the city have the right to name
roads out in the County. He felt that this should have
come directly to the Board of Commissioners. There was
some further discussion on this.

she moved off the property for a short time. She is
moving back onto the property to care for her grandmother,
but must go through the conditional use process to place
the mobile home, as well as obtain a land partition.
He said that they are having trouble coming up with the
money for the conditional use application, which is $110.
He also requested that the fee for the minor partition
be refunded. He said that this is in the name of Judy
Dillman, MP-81-16. Rick Isham,. County Counsel, explained
to the Board what action they could take.
MOTION: YOUNG moved that the fee be waived.

John Andersen, Planning Director, said that some of
the work has been done on the partition. He said
that some reduction would be possible. He said that
$78.00 of the partition fee has been paid and they
still need to send out notices.
MOTION: PAULSON moved that they assess a fee of
$55.00 that will accompany MP-81-16.

Discussion Rosemary Patterson, County Clerk, explained to the

the direction of the Circuit Court judge with respect
to court clerks, and under the direction of the Secre-
tary of State with respect to elections. There was
some discussion centered around the fact that the court
clerks were not 11th Judicial District employees, but
County employees. After some further discussion, it
was agreed to meet again:;with Ms. Patterson and the Cir-
cuit Court judge to discuss this further on Tuesday,
September 8, 1981.

Mr. Isham briefly discussed the attached memo. He said
that Terrebonne Concerned Citizens is providing match
money for the sewer study. Since they can only apply
for EPA funds through the County the County has agreed
to ..do so:,.-, There was some discussion of the County's
liability to Century West Engineering (contracted to per-
form the study) if the grant is not awarded for some reason.
It was noted however, that they do have an understanding
outside the terms of the contract.
MOTION: YOUNG moved to sign the contract.

Mr. Isham noted that Terrebonne Concerned Citizens has not
yet raised all of the match money. If they do not have

all of that money at the time the grant is awarded,
the County is liable for the additional funds. CQmmia-__

match requirement.

Award of
Rick.Isham explained the background of the purchase of

specifications that he and his secretary had worked out

for this equipment. He said that they had received

proposals from Alpine Data Systems, NBI, CPT and IBM.
All of these proposals were within budget. After re-
searching all of these systems, they recommend that the
Board authorize purchase of two Deckmate systems from
Alpine Data Systems. He had given the Board a memo
explaining why they feel that the Alpine system is best.
He requested that Jan Cangie, his secretary, be sent to
Beaverton for training, and said that additional training
will be provided by Alpine Data here at a later date for
other operators.
MOTION: SHEPARD moved to purchase the Deckmate word pro-
cessor based on County Counsel's recommendation.
PAULSON: Second.
Pete Bluett, IBM, said that he had submitted a bid and
that Mr. Isham had never seen the IBM product demonstrated.
He explained some of the advantages of the IBM machine.
There was some further discussion.

Other Staff/ Commissioner Shepard said that the Sanitation Department
Public Con- has requested additional hours in order to to work on

MOTION: SHEPARD moved that the Board allow a 40-hour
work week to the Sanitation Department for not
more than three months to allow them to accomp-
lish this project.

John Glover, County Sanitarian, explained further why
this was necessary.

Other Staff/ Commissioner Young explained that Connie Ballou had

children living within three miles of the school were
required to walk, there were many children on the road.
The speed limit up to Buckingham School is 50 mph.
MOTION: PAULSON moved that the Board instruct the
Road Department to construct a crosswalk at
Buckingham School wherever the school officials
feel appropriate and they also investigate there
being a sign for a road speed limit.
