Chairman Paulson gave the second reading of Ordinance #81-
024 by title only. He then reviewed the changes in the
ordinance text. He said that on Page 2, Subsection 2
has been split into two parts: A and B. Subsection 3
has had an insert on the fourth line which reads "or
prior to". The same insertion has been made in Subsection
4. Subsection 5 has been divided into Sections A, B, C,
and D. Under Section 5.C. the words "for application"
have been inserted, so that it shall read: "The fee for
application for an extension shall be $10".
MOTION: SHEPARD moved to amend the ordinance to provide
for the changes listed by the Chairman.

Chairman Paulson gave the second reading by title only
of Ordinance #81-024.
MOTION: SHEPARD moved to adopt Ordinance #81-024 as
amended.

Commissioner Young expressed opposition to the ordinance
based on the Board no longer being the body to grant the
extension, and this will require a fee be paid, when in
the past the Board had granted extensions at no cost to
the applicant. He objected to the process the ordinance
would require for the granting of an extension, noting
that it could result in substantial cost to the applicant.
Commissioner Shepard responded that this was designed to
make the process more convenient for the applicant, and
in most cases will cost only $10. There was some further
discussion.

Public Hearing Chairman Paulson opened the public hearing. He called
Pinewood Road for the Staff Report. Betsy Shay, Planning Department,
Renaming presented the staff report. She said that it had been
the Bend Urban Area Planning Commission to change the
name of Pinewood Road located in Wood River Village
because of a conflict with Pinewood Drive which is a
culdesac off of Revere. Pinewood Drive was created
before Pinewood Road, which is what their decision was
based on. There are 12 people living on Pinewood Road
and 4 living on Pinewood Drive.
Ed Murray, 20015 Pinewood Road, expressed opposition
to the proposed name change. Max Merrill, Representing
Mr. Murray, said that Mr. Murray had not received not-
ification of the Commission hearing and did not express
his opposition at that time. He said that Mr. Murray
has placed a large wooden sign in front of his residence
for his business that has his address on it. This sign
was costly, so he has a large personal investment in this
address.
Evelyn Edwards, 732 NE Pinewood Drive, said that there
may be an economic effect on her husband if the name of
their road were to be changed, because he has P.U.C.
authorization for dumptrucks. There could be an econ-
omic impact on them because he has used this address for
some time, and to make a change may have an impact.
Ken Smith, 1723 Pinewood Drive, said that he felt that
it would be alright to leave the road names as they are,
because the size of the house numbers would distinguish
them from one another.
Archie Broshler, President of the Woodside Ranch•Home-
owners Association, said that he preferred the road name
not be changed.
David Howe, Bend Fire Department, said that they want
one of those names to be changed to minimize problems
they have had in the past.
Being no further testimony, Chairman Paulson closed the
hearing.
MOTION: YOUNG moved that the name of Pinewood Road not
be changed.
SHEPARD: Second.
John Hossick, City Planning Director, suggested that the
Board get together with the City Commission and see if
there'is some arrangement they can arrive at.
Commissioner Shepard amended.the:motion to include that
the Board make a recommendation to the City Commission
to change the name of Pinewood Drive. Chairman Paulson
seconded the amendment.

Commissioner Shepard left the meeting at 10:35 A.M.
Public Hearing This hearing involved Ordinances #81-81-036 and #81-037.
Sisters Legis- Chairman Paulson opened the public hearing. Betsy Shay

Bob Lockram, Brooks Resources, said that they do not
have any objection to it being zoned Forest Use but
they would rather that it be zoned F-3 instead of F-2.
Since its marginal land they feel that F-3 zoning would
be more suitable. There was some further discussion.
Chairman Paulson suggested that they could adopt it
and then refer it back to Betsy Shay for staff report
amendments and change the zoning later. They can adopt
Ordinance #81-036 at this time, and amend Ordinance #81-
037. They will have to send out renotification on Ordin-
ance #81-037.
Being no further comments, Chairman Paulson closed the
hearing on Ordinance #81-036.
