SEPTEMBER 9, 1981 - REGULAR MEETING
Chairman Paulson called the meeting to order at 10:00 a.m. Commissioner
Shepard and Commissioner Young were also in attendance.
Amendments to The first amendment to the agenda was a signature item,
the Agenda a correction deed to correct the description for Herb
MacMillan. The next was to consider membership in the
Bend and Redmond Chambers of Commerce.
MOTION: SHEPARD moved to consider the amendments;
add them to the agenda.
YOUNG: Second.
VOTE: PAULSON: AYE.
SHEPARD: AYE.
YOUNG: AYE.
The Board agreed that from now on they would automatically
accept the amendments as presented to the Board at the
beginning of each meeting, and not make a motion each day.
Public Hearing Dick Knoll, Associate Planner, came before the Board to
to consider give the staff report relating to this. He gave them a
Plan Amendment memo and findings and decision of the Redmond Urban Area
and Zone Planning Commission. On July 7, 1981 a hearing was held

Plan Amendment and Zone Change for a ten-acre piece of
property leased by Redmond Auto Wrecking from the County.
This had inadvertently been left out of the plan when
the plan was drawn up. He showed on the map where this
property was located. This action would amend the boundary
of the M-2 zone to include this ten-acre parcel. It has
received the approval of the Redmond Urban Area Planning
Commission.
At this time, Chairman Paulson opened the hearing for
other comments, indicating that the comments given by
Mr. Knoll were to be included as part of the hearing.
Mr. Knoll added that Mr. Andersen had sent a letter to
the Redmond City Council informing them of this, and
they responded by recommending approval to the Board.
Being no further testimony, Chairman Paulson closed
the hearing.
MOTION: YOUNG moved that the Plan Amendment and Zone
Change, PA-81-4 and Z-81-15, be approved.

Mr. Knoll said that they would sign this in 30 days,
because of the 30-day appeal period to LUBA. There was
some further discussion regarding the 30-day appeal
period.

Public Hearing Chairman Paulson opened the public hearing. George

an adopted subdivision of less than 10 acre parcels.
He said that the staff recommended approval, changing
the zone from F-2 to RR-10, which the rest of the
subdivision to the north has already been zoned.
He said that on May 13, 1981 the Planning Commission
voted unanimously to change this to RR-10.
Chairman Paulson called for public testimony. There
was none. Mr. Read said that he had received a letter
from a property owner in the area who said that they
do not want their property to be changed from F-2.
However, their property is located in the portion of
the subdivision already zoned RR-10. Mr. Read had
sent them a letter clarifying this.
Being no further testimony, Chairman Paulson closed
the hearing.

Discussion re- This had been discussed at the September 8, 1981 meeting.

Land Sales
Discussion re- Dan VanVactor and Dave Jaqua representing KPRB were
garding KPRB present to discuss this. Mr. VanVactor indicated that
radio tower he had contacted Mr. Speck, the opponent's attorney to
notify him of this, and he had no objections. They
presented the Board with a letter dated this date, re-
questing that they participate in a airplane flight to
demonstrate the safety of the tower, in an attempt to
allay their concerns about the safety of the tower in
the proposed location. Chairman Paulson read this letter
aloud. This was discussed at some length. Rick Isham,
County Counsel, suggested that because this is pre-hearing,
they do not know who the parties are. There may be some-
one else not previously a party who may object to the
introduction of evidence prior to hearing. He suggested
that any demonstration of this nature after opening the
hearing, and close the hearing after that. It was noted
that Commissioner Young would not participate, and there-
fore it would not be equal evidence before each commissioner.
Mr. VanVactor suggested that they table this discussion
and reserve the right to bring it up again at the hearing.

Discussion of Commissioner Shepard said that because of previous
memberships to budget cutbacks, they were no longer members of the
