Appointment of Chairman Paulson said that he and Rick Isham, County Counsel,
County Grazing had gone to the BLM office in Prineville to discuss the
Advisory Board possibility of their advisory board serving as our Grazing
Advisory Board. Mr. Hatfield of that Board indicated that
they would be willing to serve in the capacity. They
will be the advisory board making recommendations on how
the Taylor Grazing Funds shall be spent. These funds cur-
rently total $38,678.95. The Board intends to appoint
their board as a whole, and they will appoint individual
members.
MOTION: YOUNG moved that they adopt Order #81-351
using the BLM Grazing Advisory Board to advise
us on how these funds should be spent.
SHEPARD: Second.
Commissioner Shepard noted that this will be an advisory
board composed of:people wh&_aren'tprimari_ly Deschutes County
residents. These funds can be spent on public lands in
Deschutes County only. Some of the members of the advi-
sory board do not reside in Deschutes County and Commis-
sioner Shepard questioned whether or not Deschutes County
should turn veto power over to a group that is not entirely
representative of Deschutes County. This group represents
three counties: Crook, Deschutes and Jefferson. Chairman
Paulson said that if a problem occurs as a result of this,
Deschutes County can cancel out of this at any time on a
24-hour notice.

It was noted('that the letter to be sent to the advisory
board should indicate that these funds are to be spent
only in Deschutes County.
