Commissioner Shepard and Commissioner Young were also present. Amendments to Item #4 on the agenda will be cancelled. The amendment the Agenda was approved. Discussion Keith Clark and Carol Wells Connell were here to discuss with Represen- the landmarks criteria that has been worked up by the tatives of 'Commission. They have chosen three landmarks from a list County Land- of over 100 in the area to test these tentative criteria marks Commis- with. These three sites are: the old railroad depot on sion regarding Division Street, the O'Kane Building, and the water and current act- power building on the river. They will eventually use ivities the criteria as a basis for evaluating the list of over 100 historical sites in the area. They are asking the Board to examine these criteria and make any suggestions or amendments they feel necessary. These guidelines will not take effect unless approved by the Board. Mr. Clark said that thev will notify all propertv owners of sites recommended for designation as a historical land- mark. If someone who owns one of these historic sites wants to remodel or tear down this building then they must have a review by the Landmarks Commission. The Landmarks Commission does have the power to stop the issuance of a building permit. There was some further discussion on this. Jack Thornton asked if this group was working with the Downtowners group on these designations. He felt that this would be advisable as these people have a financial interest in the buildings. There was some discussion on sites in the Bend area that are listed on the national register of historical landmarks. Chairman Paulson suggested that they try the criteria on these sites first, to make sure that the proposed criteria do not eliminate these sites. This is a county road but it is within the city. Mr. Isham said that it may not be legal for the county to accept this by any means other than a deed. It was agreed that Counsel would research this and report back to the Board at a later date. Chairman Paulson suggested that a general discussion item be placed on the agenda at a later date in regard to this, so that the Board may formulate a policy on how to.dispose of their roads within cities. Discusion re- Cancelled. garding legal description for Laidlaw Water District Page 1 of 3 Deschutes County Board of Commissioners October 27, 1981 - Regular.Meeti,ng Discussion re- Floyd Herring, Developer of Boonesborough Subdivision, garding Boones-said that he only needs to meet one requirement before borough Sub- obtaining final approval of his subdivision, and that division was the bonding for the road requirements. He said that the bonding procedure as outlined in the ordinance was not economically feasible for him at this time, and asked that the Board accept a promisory note from him guarantee- ing that this work will be completed. Alengthy discussion ensued. Because of the language contained in the ordinance, the Board did not feel that they could accept the proposed note, as it was placing the county in a position of pos- sible financial risk. Discussion re- Jim Archibald, interim Building Official, came before the garding work Board to request that his department be placed on a 40- hours for the hour work week. With the current 36-hour week, they have Building Dept. all of their field inspectors off on Fridays, which essen- tially closes down their department. Mike Maier, Director of Administrative Services, said that their budget this quarter was.as follows: Revenues - $49,000, Expenditures - $47,000 + 20% overhead costs to the county. This puts their budget in the red at this point, even though they have been short on budgeted personnel. It was pointed out that they are not charging a plans check fee, although one was authorized by ordinance. Mr. Isham said that he will check this to make sure that it is clear to begin charging the plans check fee, and after that is done they will begin charging that fee immediately. The Board dir- ected that the inspector's off days be split so that there will not be one day when all the inspectors are off. Other Staff/ Rick Isham, County Counsel, said that the Bond Sale was Public Con- closed today so funds in the amount of $1,635,000 were cerns transferred. Since they did close the sale 25 days after the date of the bond, they received an extra check for $12,721. They will have $1,000,000 unspent for six months, so this will generate $80,000 to $90,000 in interest. He said that this interest can be transferred to the Gen- eral Fund, as well as $15,000 that the county,.will receive for administrative costs, so this will add about $100,000 to the General Fund. He felt that this would be enough money to carry the administrative costs on a year to year basis. He noted that there may be some problem with late payers, and they are also receiving late applications. Chairman Paulson said that he felt that this money should go back to the people who bought the bonds. Mr. Isham said that he felt that over the entire ten year period, the county would probably lose money overall in adminis- tering the project. Further discussion followed. Commis- sioner Shepard suggested that a separate fund be set up to balance against the County's administrative expenses over the life of the bond administration.
