It is also felt that roofs will improve the energy efficiency and appearance of the mobile homes. As the zoning ordinance now exists, it does not permit the construction of ramadas. This amendment will allow the ramadas to be constructed in conjunction with a mobile home so if they do remove the mobile home they must also remove the ramada. Chairman Paulson questined whether or not they should be required to remove the ramada after removal of the home. There was some further discussion on this. Randy McKnight, P.O, Box 308, Redmond, said that it was already illegal through the building permit system. Being no further testimony on the ordinance, Chairman Paulson closed the hearing. Adoption of Rick Isham, County Counsel, explained that this is an Ordinance ordinance that the Board had previously discussed, in setting win- regard to placing a barrier on the Cascade Lakes Highway ter closure on both ends. The Board had received information at "E" Street that time that this road vacation would create some landlocked parcels, so they did not approve the vacation at that time, however it was not denied. Mr. McKnight said that the one objection received at the earlier hearing was from a man who farms that piece of road, so he was willing to let that road remain unvacated. He showed the location of the other two roads on a map. There was some further discussion. Chairman Paulson read aloud a portion of the minutes of March 18, 1981, outlining the first hearing on these vacations. After some further discussion, Chairman Paulson requested that the Road Department investigate this further. Mr. McKnight explained that the vacation of "A" Street did create some landlocked parcels so he is no longer requesting Deschutes County Board of Commissioners November 25, 1981 - Regular Meeting that that street be vacated. Neil Hudson, Director of Public Works, suggested that since there seem to be some problems with this, that this be reheard after notification to the surrounding property owners. Mr. Isham said that he had suggested to Mr. McKnight that he vacate the lot lines on some of the interior lots before it can be vacated. He had discussed this with Mr. McKnight and Mr. Andersen and it was suggested that Mr. McKnight resubdivide that portion of the town plat. Mr. McKnight is requesting the road vacations for the purpose of obtaining enough land to install septic tank drainfields, to accomodate DEQ rules. Randy Povey, a Surveyor from Redmond, remarked to the Board that to replat this would cost a considerable amount of money because of the work involved. There was some further general discussion. Discussion Oscar Bratton, County Assessor, came before the Board regarding to discuss this. He had discussed this at the previous Personnel day's meeting as well and the discussion had been continued to this meeting. He handed the Commissioners some additional information on the subject, an outline of the duties and responsibilities of this office. Commissioner Shepard noted that the difference in the descriptions for Office Assistant II's and Office Assistant III's was slight and the criteria for making the judgement of what a given position should be labeled was pretty subjective. He suggested that it would be appropriate to first formulate a procedure for reclassifications, so that these decisions would be made uniformly throughout the county. Commissioner Young said that he felt that an additional procedure was not necessary. He felt that the procedure should be that the department head come before the Board and making the request such as Mr. Bratton is doing at this time. Mr. Bratton noted that this person works independ- ently and he felt that the job she is doing qualifies to be an Office Assistant III position. He stated that he felt that an elected department head should have the lat- itude to take this action within his department. There was some further lengthy discussion. MOTION: YOUNG moved that in this particular case that Ramona Kandra's classification go from Office Assistant II to Office Assistant III. The motion died for lack of a second. Commissioner Shepard said that he would meet with the department heads to dis- cuss the formulation of a procedure for reclassifications. Adoption of This was Ordinance #81-053. This has been the same cost as in the past, but the fee had not ever been officially added to their list of fees. There were also some adjustments in other fees as listed, and Mr. Andersen noted that some of the fees had been reduced. Mr. Isham said that he would prepare a draft order in regard to these fees for the Board's signature. MOTION: YOUNG moved to sign the order once it is drafted, outside of this meeting.
