Acting Chairman Young called the meeting to order at 10:05 A.M.; Commissioner
Shepard was also present; Commissioner Paulson was delayed but would arrive
within the half-hour.
There were no amendments to the Agenda. Chairman Young advised that there
would be a second reading and final decision on Or inance 81-043, the
"Subdivision Ordinance" when Commissioner Paulson arrived and they would
in the meantime, continue on with signatures for Final Plats.
Don Hinman was present and at that time requested that additional testimony
be received by the Board on the Ordinance in question. Commissioner
Shepard advised that the Hearing (Public Hearing) was closed and that this
was a meeting for a 2nd reading and Final Decision by the Board; public
testimony had already been received and that notices had been sent out,
etc.and that it was inappropriate to accept further testimony at this
time.
Mr. Hinman asked who got the notices and Chairman Young explained that they
were public notices, published and posted. Mr. Hinman then proceeded to
present written testimony to John Andersen, Planning Director and the
Board of Commissioners further stating that he hoped they would take
the information contained into consideration.
Chairman Young then proceeded with the signing of the Final Plats and
Paul Ramsay stood up and stated that he wanted it part of the record
that the meeting was advertised for LOAM, he was here at LOAM, the ordinance
in question was not being discussed due to the Chairman (Mr. Paulson) being
late and he was therefore, leaving.
Chairman Young then made a motion to read the Ordinance #81-043 but there
was no secoto the motion. Commissioner Shepard stated that there was
just a slight postponement to the matter of the ordinance and that the
meeting did start shortly after 10 AM. Mr. Ramsay then departed.
Chairman Young then proceeded with the approving of the following:-

final plat, there was a City Sewer Agreement that was to be
signed along with this; the City had already signed it.

Session was resumed. The 2nd Reading and Final Decision on Ordinance
#81-043 was to be considered.

MOTION: SHEPARD: Moved that they adopt Ordinance #81-043.

Commissioner Young expressed several things that were on his mind regarding
this ordinance, in particular the section dealing with utilities and the
"standards" and the effect this would have on the option of the City to
influence County areas of development.
Chairman Paulson stated that this all had been discussed at previous meetings
and that everyone agreed that more work was needed on those areas and would
be considered.
Commissioner Young expressed further concern regarding the City taking the
privilege, due to the "standards" which the County does not have, of
stopping progress outside the Urban Area.
Chairman Paulson asked if there was any further discussion. Commissoner
Shepard aske i John Andersen had anything further to state or present

He felt sure that an agreement could be met concerning the.standards and
the utility question in particular at a later date, which may entail
an amendment to the Ordinance.

Chairman Paulson stated that Ordinance #81-043 was approved.
Commissioner Young reiterated for the benefit of Chairman Paulson that
they (as the Board) had wished the entire County(,of Deschutes a Happy
New Year, to which Chairman Paulson agreed.
John Andersen further stated that they would confer with Mr. Hinman in the
future to resolve any problems he may haste with the Ordinance.
There being no further business, the meeting was adjourned.
