Commissioner Shepard and Commissioner Young were also present. Amendments to There were four amendments listed on the sheet attached the Agenda to the Agenda. There were no additional amendments. County Road Neil Hudson, Director of Public Works, recommended approval. System Commissioner Paulson noted that he owns a piece of property in Sundance so he will not participate in the voting. Discussion Mr. Hudson said that they have a problem with snowplows regarding piling the snow berms in such a way that blocks access Snowplowing to mailboxes, or the berm causing the boxes to lean. and Mailboxes He said that unless they physically hit the box, they cannot be responsible for repair or maintaining access to the boxes. He said that the Post Office agrees that its the property owners responsibility to maintain the mailboxes, including providing access. There was some further discussion of the liability that the county has if it should strike a parked car hidden by snow in a roadway. Rick Isham, County Counsel, noted that the State holds the.car owner responsible. MOTION: YOUNG moved that they adopt the Department of Public Works' policy on snowplowing with regard to mailboxes. PAGE 1 OF 3 y 'Deschutes County Board of Commissioners January 6, 1982 - Courtday Reappoint Before the Board was a letter from Vernetta Minton to the Lazy on the Lazy River Special Road District Board of River Special Directors indicating that her term would expire on Road District December 31, 1981 and was willing to serve again if reappointed. MOTION: PAULSON moved that they appoint Vernetta Minton to a three-year term on the Lazy River Special Road District from December 31, 1981 to December 31, 1984. YOUNG: Second. VOTE: SHEPARD: AYE. PAULSON: AYE. YOUNG: AYE. For Signature: Before the Board was a request for refund in the amount Request for of $143.44 to Richard Schock. The Board approved the Refund request. Transmission Mr. Isham said that about one year ago the Board directed Site Lease the Sheriff to take over the leases on Awbrey Butte, Agreement and the Sheriff had in turn appointed Chris Williams of Search and Rescue to do so. He said that a lot of the leasees on the butte held existing leases. Mr. Williams had asked them to cancel their old leases and get new leases that call for certain standards for equipment on the butte. As an inducement to have some of the leasees sign new leases, Mr. Williams offered them six months of free rent. MOTION: YOUNG moved to ratify the condition in regard to the six months free lease from January 1. to July 1, . 1982 . PAULSON: Second. VOTE: SHEPARD: AYE. PAULSON: AYE. YOUNG: AYE. Ageeement This one was between the County and Oregon Association of Loggers, Inc. MOTION: PAULSON:moved to approve the lease. YOUNG: Second. VOTE: SHEPARD: AYE. PAULSON: AYE. YOUNG: AYE. PAGE 2 OF 3 'Deschutes County Board of Commissioners January 6, 1982 - Courtday Meeting Survey on Mr. Hudson explained that there was a new law which China Hat makes it necessary for the Board to approve any county Road surveys. He is requesting the Board's approval for a survey of China Hat Road. MOTION: PAULSON moved to approve the plat of a portion of China Hat Road. YOUNG: Second. VOTE: SHEPARD: AYE. PAULSON: AYE. YOUNG: AYE. There was some minor discussion regarding distribution of forest receipts. It was noted that the forest.receipts amounted to more money than was originally anticipated There was some discussion of the long term plan city street development within Redmond and Bend. It was also noted that there were county maintained roads within the cities.of Bend and Redmond that the cities had not accepted into their street system for maintenance. It was suggested that forest receipts to those cities be withheld until those county maintained roads were accepted by the cities. There was some further discussion on that. Being no further business, the meeting was recessed until 2:00 p.m. to discuss distribution of Forest Receipts.
