JANUARY 14, 1982 - CONTINUATION OF 1/13/82 REGULAR MEETING
Chairman Shepard reconvened the meeting at 1:30 P.M. Commissioner
Paulson and Commissioner Young were also in attendance.
Discussion and Gary Judd, Department of Public Works, was present to

the total of the roads established yesterday amounted
to 28.3 miles of road. He said that the Newberry Estates
Road is a primary access road outside of the subdivision.
He said that they needed to locate the dedications and
legal establishments making it a public road.
MOTION'': YOUNG moved that Newberry Estates Road be
included in the County road system.

Discuss-ion Chairman Shepard had prepared a revised draft proposal
regarding for the coordinated functions of the Building, Planning
Developmental and Sanitation Departments. He had distributed copies
Services to the other Board members, as well as making copies
available to those present at the meeting. He briefly
went through the contents of the proposal. There was
some discussion of the proposal as drafted.
Mike Maier, Director of Administrative Services, said
that they may need to have the Sanitation Department
move across the hall so that all three department could
be on one site and have access to one corridor and they
could relocate the Legal Aid office to the site that
the Sanitation department now occupies.
Mike Kment, Central Oregon Builders Association, handed
out to the Board a document he had prepared after talking
to the Commissioners, department heads, and some of
the members of the Public Advisory Team. He said that
it does not differ from Chairman Shepard's proposal,
except that it does delegate authority and responsibility
to a number of goals and objectives, and does make it
one department. He said that he felt that this would
make future management and coordination more clear.
He felt that a firm authority and responsibility should
be delegated to the person in charge.
Commissioner Young said that because the Commissioner
members are elected to act as a Board, he would not
convey authority of that nature to any one commissioner.
It was suggested that the words "full administrative"
in the draft proposal be removed from the text.
There was some discussion of incorporating portions
of Mr. Kments document into Chairman Shepard's proposal.
These changes were discussed.

Commissioner Paulson said that he would anticipate keeping
the Board informed of this project's progress on a monthly
basis. Commissioner Paulson asked the affected department
heads if they had any reservations about going ahead
with this proposal. The department heads expressed
approval.
MOTION: YOUNG moved that the Board adopt the proposal
as presented on January 14, 1982 in regard
to the coordinating work of Building, Planning
and Sanitation departments as well as the amend-
ed,' amendments- beings that on the items 1,
2, 3, 4, 5, and 6 we add item #7 which would
be the relocation of the Sanitation Department,
that we add paragraph from Mr. Kments document
that says "this will include the current Building,
Environmental Health and Planning Departments
as well as other well as other divisions that
may be added by the Deschutes County Board
of Commissioners", and also add a paragraph
that says "the Board of Commissioners grant
authority to the Commissioner responsible for
developmental service unit to enact the following
goals...", and add "the State Management Goals
will be achieved by August 15, 1982" and the
other paragraph would be "although the Commissioner
authorized to enact the standard stated management
goals may seek advice of the Board from time
to time, the Board of Commissioners grants
authority for the department management and
coordination to the assigned commissioner until
August 15, 1982. He also noted that a period
should go in after "cross-training", and that
the Senior Office Assistant shall be responsible
for cross-training the secretaries.
PAULSON: Second.
There was some further discussion on personnel reductions.

Being no further business, the meeting was adjourned.
