Mike Kment, Central Oregon Builders Association, handed out to the Board a document he had prepared after talking to the Commissioners, department heads, and some of the members of the Public Advisory Team. He said that it does not differ from Chairman Shepard's proposal, except that it does delegate authority and responsibility to a number of goals and objectives, and does make it one department. He said that he felt that this would make future management and coordination more clear. He felt that a firm authority and responsibility should be delegated to the person in charge. Commissioner Young said that because the Commissioner members are elected to act as a Board, he would not convey authority of that nature to any one commissioner. It was suggested that the words "full administrative" in the draft proposal be removed from the text.
