JANUARY 19, 1982 - WORK SESSION
Chairman Shepard called the meeting to order at 9:00 A.M. Commissioner
Young and Commissioner Paulson were also in attendance. Chairman Shepard
explained that the work sessions would be held to discuss items on
the weekly agenda, which will be formally heard on Wednesdays, during
their regular meeting.
Amendments to Commissioner Paulson suggested that this week's items
the Agendasj include a discussion of plowing the road to Awbrey Butte.
It was also noted that the Board should discuss who
will head the Sanitation Department after Mr. Glover's
retirement. Another item was a discussion of whether
or not the interim Building Official's position shall
be permanent or temporary. Mike Maier, Director of
Administrative Services, suggested that this first be
discussed with the administrative unit. There was some
further discussion on this. There was some discussion
on salary for the Building Department head and the San-
itation Department head. Commissioner Paulson had pre-
pared a memo to these three department heads indicating
that after a 6 month trial period, they would be considered
for a 10% salary increase. After somr further discussion,
it was decided not to make that decision at this time,
but consider in six months. Chairman Shepard called
for further amendments. Commissioner Young suggested
that the appointment of the Office Assistant V, Building
Official and Santitarian be discussed. There were no
objections to any of the amendments.

ance #82-001, ordinance was initiated at the request of the Planning
Amending PL-9. Commission. It would enable them to call an item up
for rehearing at the request of two commission members.
The way the ordinance presently stands, the Planning
Commission cannot call up an item for rehearing unless
they have a majority vote of the commission. Because
of their meeting schedule, there has been an occasion
in the past where they wished to hold a rehearing, but
they did not meet in time to make that decision before
the 15-day limit for calling for a rehearing had elapsed.
If it were not the wish of the majority of the commission
members.to rehear a matter, they could vote not to do
so at their next regular meeting.
After some further discussion, it was noted that this
ordinance must go through LCDC approval. This will
require 45 days prior notice to LCDC before adoption.
It was decided that they would go ahead with the hearing
scheduled for tomorrow and hold the first reading of
the ordinance. After that they will send it to LCDC
for their approval. After it is returned from LCDC,
the second hearing will be held and will be considered
for adoption.

Discussion of The Board was in receipt of a letter from Donald Brumfield
Issuance of of Redmond who was interested in obtaining a permit
Wood-cutting to cut wood from county property that had been burned,
Permit located near Redmond. He was doing this as a commercial
endeavor. After some discussion, it was the concensus
of the Board that Commissioners Young and Paulson would
go look at the property to help the Board reach a decision.
For Signature: Craig Smith, Planning Department, was present to discuss
MP-81-59, Don- this. He explained that the subject property was zoned
ald Pennington EFU-80. He said that this was a part of the old Stearns
ranch. This will create three parcels, 400, 200 and
300 acres in size.
Order #81-009, Rick Isham, County Counsel, said that this came to the
Authorizing county some time ago as the result of a tax foreclosure.
Deed He explained that the property belonged to an elderly
lady whose sister had been managing her affairs. The
property owner had been of the understanding that her
sister had paid the property taxes, when in fact she
had not. This would allow for the payment of the taxes
in order to regain ownership of the property.
Other Staff/ Mr. Isham said that he and Mike Maier met with representatives
Public Con- of KMSB last week and learned at that time that KMSB
cerns has not yet received approval from the Insurance Commis-
sioners for the contract between Deschutes County and
KMSB. What KMSB has proposed to do is give the County
a letter indicating that they would provide the coverage
as proposed. He said that if they give us that letter,
we would accept that so that the insurance coverage
could go into effect February 1. They will take action
on this at tomorrow's meeting.
It was decided to meet regularly in the small conference
room even on Courtdays, unless a large crowd is anticipated.
Being no further business, the meeting was adjourned.
