Chairman Shepard called the meeting to order at 9:15 A.M. Commissioner
Young and Commissioner and Commissioner Paulson were also present.
Chairman Shepard noted that a public hearing was scheduled for this date
at 10:00 a.m. and the work session would break for that hearing at that
time.
Amendments to Chairman Shepard said that the Board had been requested by
the Agenda a member of the media to make available a copy of their
letter to Jim Archibald. He called for a decision on this
by the Board. Commissioner Paulson said that he would
defer to counsel. Rick Isham, County Counsel, said that
the employee, in this case Mr. Archibald, could make the
letter available if he chose to do so, but the Board did
not have to. He said that the public meetings law allowed
them not to provide letters of this nature for the protection
of the employee involved.
Commissioner Young said that the Board had received another
request from Mr. Brumfield in Redmond to cut wood on county
land. This item will be discussed under Other Staff/Public
Concerns.

similar request from the irrigation district come before
them some time ago and it had been referred to Recreation
Committee for recommendation to the Board. They had not
received word back from the Recreation Committee. There
was some further discussion. It was suggested that a policy
for transfer of water rights be established. It was noted
that the amount of water under discussion for transfer
was 7/10 of an acre. It was also noted that they must
have an audit before they can transfer any water, and the
cost of the audit is $100.

Mike Maier, Director of Administrative Services, had

had identified three different options for the housing
of juveniles. He noted that their current arrangement
was working out well, but it was possible that they
could lose that option. He noted that one of the options
was to remodel the Justice Building to accomodate juven-
ile detention facilities. He said that this would last
about 8 to 10 years. Darrell Davidson, County Undersheriff,
was present to discuss this further, as well as Bill
Jones, Juvenile Services Director. It was noted that
the judges had been informed of this possible option,
and although they could not attend the meeting, they
did say that they did not feel that there would be any
problems with this option. Mr. Maier said that it would
take about six months to complete the project, and since
funds had not been budgeted for this, the money would have
to come out of the contingency fund with the Board's approval.
There was some further general discussion. Commissioner
Young said that he felt this proposal deserved further action,
and asked that it be examined more in terms of cost.
Mr. Maier said that there are modular cells available
that are already constructed that they are looking at
using for this project. He futher outlined some of the
details of construction. Doug Maul, Facilities Coordinator,
was also present to discuss aspects of construction. Mr.
Maul said that he would prepare a more detailed cost out-
line. Mr. Maier said that he expects the cost to be in
the area of $30,000.
Discussion Oscar Bratton, County Assessor, and Ed Lorenz, Deputy
regarding Ex- Assessor, were present to discuss this. Mr. Bratton

Week work month. He said that at this time they are working
against some deadlines, and because of this are requesting
that the department be allowed to go to a 40-hour work
week for a couple of months. He said that 15 members
of his staff would go to the 40-hour work week. Four of
his staff members would remain on the 36-hour work week.
Mr. Lorenz briefly outlined the time frame the department
was working under to get certain jobs done. He had pre-
pared a work plan, showing week by week what jobs would
be done if on a 40-hour work week. There was some further
general discussion. Commissioner Paulson asked that when
this is discussed on tomorrow's agenda, that a cost outline
be provided, showing how much more it will cost to run on
a 40 hour week, as opposed to a 36-hour week.
Final Hearing Chairman Shepard noted that two weeks ago they had held

District Chairman Shepard opened the public hearing, calling first
for comments in opposition. Being none, he asked if there

were any written requests for an election. There were
none. He then called for comments in favor, noting that
he had a list before him of ten people wishing to comment
in favor.
Sharon Hubler came forward to comment. He expressed
approval of the proposal.
Bill Borne came forward to comment. He said that he was
in favor of the extension service and one of the reasons
stems from his service on the Juvenile Services Commission.
He said that 67% of crimes committed are committed by
juveniles. He said that each year they receive funding
to set up programs for juveniles. He said that 4-H-ers
do not get involved in crime.
Kim Mohler commented that she was in favor of the district.
She felt that the Extension Service was a broad-based edu-
cational service. She said that it was a positive inter-
action on a one-on-one basis with our government.
Bobbi Jo Ziegler said that she was a 4-H member for ten
years. She felt that to not have this available would be
a great loss.
Ron Rodebaugh said that he had been in 4-H as a kid and
the experience gained there is now helping him in business.
He said that he and his neighbors use the Extension Service
frequently and have found it to be a real asset to the
community. He felt that there was a real need for the
Extension Service in the community.
Jim Curtis said that he was speaking as a taxpayer and
a member of the State Department of Economic Development.
He said that he is in support of this, and has worked with
the Extension Service for over six years. He said that
in that time they have done a good job.
Vern Sample said that he is definitely in favor of this
district. He said that he was born and raised in this
are and is now a landscape contractor. He said that he
is constantly recommending the Extension Service to
people. He said that he was also in 4-H in the 4-H
Garden Club and he said that he relies on the education he
received through 4-H more than he does his college education.
He said that when comparing the money he spent for 4-H
to the money spent for college, he felt that they could
never get a better buy.
Robert Clark said that his contacts with the Extension
Service go back to the 1930's. He said that they used
the Extension Service continually in their farming bus-
iness. He said that he felt that their working with the
Extension Service gave them a big advantage. He said
that his hobby is photography and he had judged the Photo
Club exhibits at the State Fair. He spoke highly of the
youth involved with 4-H. He said that he has no fear of

the future of the country as long as there are young
people of the caliber of those involved in 4-H.
Bob Davidson said that he is a dairy farmer and was
also a 4-H member and he agrees that this is a valuable
asset to the County.
Ms. Lewis from Alfalfa said that she sees the Extension
Service as the only link to millions of dollars worth
of agricultural research being conducted by Oregon State
University. She said that based on that, this was very
much worthwhile.
Sherm Hubler said that there is a 50% return on investment
from research and extension. He said that Yale did a
study of return on Extension. He said that they would be
at an economic disadvantage in not supporting Extension.
Being no further comments, Chairman Shepard closed the
hearing. Before the Board was Order #82-002, the final
order creating the Deschutes County Extension and 4-H
service district.
MOTION: YOUNG moved to adopt Order #82-002, the final
order creating Deschutes County Extension and
4-H Service District.
PAULSON: Second.
Commissioner Young said that he is making this motion so
that they can get busy with their budget. Commissioner
Paulson said that it should be explained that this does
create the district, and there will be no vote on the
formation of the district. All funding for the district
will be via voting. When this is approved it will be formed
with a zero-base budgeting.

YOUNG: AYE.
Marv Young, Deschutes County Extension Agent, said that
this is the first step by which the district can then go
to the voters. The remainder of their money will come
from State and Federal sources. The exact budget will be
prepared by the Board of Directors that he hopes the Board
of Commissioners will appoint as soon as possible. He
said that the boundary description for the district is the
same as the boundary description contained in the Oregon
Revised Statutes for Deschutes County.
Before the Board was a list of people wishing to serve on
the Board of Directors for the Extension/4-H district.
Those were: Bob Clark, Bob Davidson, Jane Schraeder,
Diana Barker and Judy Smith. Commissioner Paulson asked
for the names of any other persons wishing to serve on
the Board. There were none.

said that currently they are $10,000 under budget. Mike
Maier said that at this time they are approximatley 3%
underspent. He said that if merit increases are transferred
out it will bring it to about 2% underspent. He said that
the whole general fund is about 15% underspent, but they
have some revenue shortfalls. He said that almost every
office is underspent, but they must remain underspent to
balance the revenue shortfall. There was some further

of hiring additional personnel, rather than extending working
hours.

Other Staff/ Commissioner Young said that Mr. Brumfield of Redmond
Public Con- had again been in contact with him in regard to cutting

that he be allowed to cut burned juniper on the County
land that had been burned near Redmond, but after touring
the site it had been determined that there was not sal-
vageable wood available. Mr. Brumfield is now requesting
that he be allowed to cut dead juniper on County land in
that area that was not burned. There was some minor dis-
cussion, and the Board will act on this at the next day's
meeting.
Other StaffJ Mr. Isham noted that the Redmond Urban Area Planning Com-
Public Con- mission is going to hear the KPRB tower application. He
cerns said that the City of Redmond is opposed to the hearing,
so they will not be staffing the hearing. It has been
requested that Mr. Isham serve as Counsel. Chairman Shepard
said that he did not have any objection if Mr. Isham chose
to attend.
