Chairman Shepard called the meeting to order at 10:00 a.m. Commissioner
Paulson and Commissioner Young were also in attendance.

Discussion
Neil Hudson, Director of Public Works, returned with the

contractor's cost is. Mr. Hudson presented a cost estimate
from a private contractor compared to cost for county work.
He noted that according to the estimate the county would
save about $50,000 by doing the work with county crews.
MOTION: YOUNG moved to instruct the Director of Public
Works to proceed with the Spencer Wells Road
with county crews.

Mr. Hudson noted that the work would begin right away and
be completed in approximately six weeks. Mr. Hudson also
mentioned that the Forest Service indicated they will be
able to get funds to do work on the road also and will add
hard rock on top of the cinders.

of the well house was delayed from last year to now costing
between $20,000 to $30,000 with a building fee of about
$275. The building fee for the first building was waived
in the meeting of November 20, 1979 when Commissioner
Paulson made a motion that the Oregon High Desert Museum
would pay no more fees connected with this current appli-
cation, the county picking up all the tabs on all fees
paid. Mr. Kerr indicated that their interpretation is
that the well house is a part of the original application.
Chairman Shepard commented that the general discussion of

the Tuesday, February 23, 1982 meeting was that the
decision was made over two years ago at a time when
the departments were more affluent than they are
today. Today the county is up against the wall and
the Board has instructed the department heads to come
back at the end of the year with a balanced budget.
Therefore, the Board cannot deprive them of certain
fees, endangering their balancing; the books at the
end of the year. At the time the fees were waived
in 1979, it was not anticipated that the waiver
agreement would extend to two years. Commissioner
Paulson noted that all departments are hurting at
this time and that $50,000 of General Fund money has
been transferred into the Building, Sanitation and
Planning Departments. Mr. Kerr noted that the county
has done a great amount for the Museum. Commissioner
Paulson commented that no motion would be needed.

sistent with the comprehensive plan.

The meeting was recessed at this time pending the arrival of Don Hall.
The meeting was resumed at 10:40 a.m. after learning that Don Hall was not
going to be in attendance. At this time the Board made a decision on a
matter that was discussed at an Executive Session on Tuesday, February 23,
1982.

Other Staff/
Tony Whitney, Deschutes County Wood for the Handicapped
Public
and Needy Program, was present to discuss his concern.
Concerns -
He has volunteered his time to this wood program since

December 1979 supplying free wood to needy families. He

had previously had two grants totaling $6,350 from the
Community Services Administration to help pay for his
gas, oil and mechanical repairs. At this time, the
funding has been eliminated and Mr. Whitney was before
the Board requesting their permission to sign a contract
with the State of Oregon for financial assistance.
Commissioner Paulson noted that the Deschutes County wood
program relates to Deschutes County by title only, and,
therefore, Mr. Whitney can sign the contract without the
approval of the Board. Chairman Shepard offered apprecia-
tion to Mr. Whitney for his accomplishments and stated
that the county was in no way associated with this operation
so the Board was in no position to offer anything further.
Commissioner Paulson offered the Board's encouragement to
Mr. Whitney.
The meeting of
the Deschutes County Board of Commissioners was recessed
at this time and convened as the Board of Directors for the Seventh
Mountain County Service District.

Other Staff/
Ron Remund, developer of Squaw Creek Canyon Recreational
Public
Estates, was present along with his attorney, Lou Dvorak,
Concerns -
to present to the Board a problem associated with the
Ron Remund
plats of Squaw Creek Canyon Recreational Estates. Mr. Remund
was in the process of getting approval and signatures for
his plats and discovered yesterday, February 23, 1982, that
the plats had been removed from the County Road Department
by Mr. George Cook, a surveyor in the county. Mr. Remund
contended that Mr. Cook, his project surveyor, removed the
plats from the Road Department in lieu of payment due him
for work done for Mr. Remund. Mr. Remund was seeking a
solution from the Board in the form of an extension of the
March 1st deadline for plat approval or a provision that
he could make photographic copies of the plats he still
had in his possession. Commissioner Paulson suggested
that since the extension did not expire until March 1st,
a decision be held over until this problem could be dis-
cussed with Rick Isham, County Counsel. Commissioner
Paulson also suggested that Mr. Remund get the photographic
reproductions of the_mylar plats and have them available
Monday, March lst, 1982.
The meeting was recessed until 1:30 p.m., Monday, March 1, 1982.
