Commissioner Paulson and Commissioner Young were in attendance. Chairman Shepard noted that there would be a number of amendments to the agenda. Resolution Commissioner Paulson stated that at the request of the #82-020, Management Team, he brought this matter to the attention Providing for of Rick Isham, County Counsel, who drafted a resolution Naming of changing the names of two departments - Sanitation Environmental Department will become Environmental Health Department, Health, Building and Building Department will become Building Safety Safety and Department. Planning MOTION: PAULSON moved that the Board adopt Resolution Department #82-020 for the Naming of the Environmental Health Department, Building Safety Department, and Planning Department. YOUNG: SECOND VOTE: SHEPARD: AYE PAULSON: AYE YOUNG: AYE Ordinance #32-021, Amending - Ordinance #81-016 Rick Isham, is the sole Department. state law, Code this E the County. County Counsel, stated that this Ordinance r inspection code for the Building Safety He explained that in order to implement under election to administer the Building ecomes one of the Building Safety Codes for Chairman Shepard read the Ordinance. MOTION: YOUNG moved that the second reading be by title only. PAULSON: SECOND VOTE: SHEPARD: AYE PAULSON: AYE YOUNG: AYE MOTION: PAULSON moved that the Board approve Ordinance #82-021, Amending Ordinance #31-016, Adopting the Oregon Solar Specialty Code, and Declaring an Emergency. YOUNG: SECOND VOTE: SHEPARD: AYE PAULSON: AYE YOUNG: AYE Page 1 of 6 DESCHUTES COUNTY BOARD OF COMMISSIONERS April 27 and 28, 1982 - Courtday Meeting Discussion Chairman Shepard stated that this request is in regard regarding to Department Heads being allowed to retain within their Credit Cards departments a certain number of credit cards. He noted that he had discussed this with a.number of department heads and they felt it would be helpful if they would be allowed to keep some credit cards in their departments so they could disburse them as needed to members of their departments. Some department heads felt it was incon- venient to have to come to the Commissioner's office when they needed a credit card. Commissioner Paulson stated that he had discussed this with his administrative group and they felt the system as used now was fine - the cards are kept in the Board's office and the people check them out as needed and return the cards and their receipts to the Board's office. He indicated he would like to see it remain as it is. Commissioner Young said that the status quo was agreeable to him. Chairman Shepard noted that it might be less convenient for departments that are situated several miles away from the Commissioner's office. MOTION: SHEPARD moved that department heads be allowed an appropriate number of VISA cards for their department and the annual fee will be paid out of their budget. YOUNG: SECOND VOTE: SHEPARD: AYE PAULSON: NO YOUNG: AYE Commissioner Young suggested that in about 30 days the Board take another look at the situation. Resolution Rick Isham stated that after the Board approves this #82-021, Resolution, it goes to the County Engineer for investi- Klippel Acres gation of the proposed improvements. This resolution LID Resolution is for initiating proceedings to improve a certain dedicated road known as a portion of Buck Drive, a portion of Doe Lane, all of Stag Drive, and all of Fawn Lane in Klippel Acres. MOTION: YOUNG moved that the Board adopt Resolution #82-021. PAULSON: SECOND VOTE: SHEPARD: AYE PAULSON: AYE YOUNG: AYE Page 2 of 6 DESCHUTES COUNTY BOARD OF COMMISSIONERS April 27 and 28, 1982 - Courtday Meeting Report on Dave Hoerning, County Surveyor, submitted the Klippel Acres Engineer's Report for Local Improvement District for LID Klippel Acres Subdivision. He stated that the County Engineer has made an investigation and found that improvement of the roads is feasible except for a portion on a cul-de-sac which has been deleted. He noted that the estimated cost is $100,100. Mr. Hoerning stated that the method of assessment for the 22 lots would be an equal assessment of $4,550 per lot. MOTION: YOUNG moved that the Board accept the Engineer's Report for LID for Klippel Acres subdivision and proceed with the project. PAULSON: SECOND Commissioner Paulson questioned the engineering being done by the county noting that in the past the district itself was responsible for it. Dave Hoerning stated that the cost would be charged to the project. VOTE: SHEPARD: AYE PAULSON: AYE YOUNG: AYE Fair Board At this time, the members of the Fair Board and Bob Gordon came before the Board to question why the County hadn't picked up the cost of the audit and the fire insurance for the fairgrounds. Bob Gordon stated that according to ORS 565.330, the County may levy 1/160 of one percent property tax for the maintenance of the fairgrounds, but the Commissioner's preferred to pick up the fire insurance and take care of the annual audit. He indicated that the cost of the audit was $940. Doug, Maul, Insurance Coordinator, stated that the County had agreed to insure the fair buildings and equipment under the master fire insurance policy for around $1,000 to $1,500 per year. Commissioner Paulson asked if the Fair Board could pay the County the proportionate amount and stay under the County's insurance. Mike Maier, Director of Administrative Services, suggested that an Insurance line could be budgeted in the County Fair Fund budget and then included as a transfer to the Insurance Reserve Fund of the County's budget and then the County could pay one fire insurance premium. Doug Maul said the County has never charged the Fair Board for the fire insurance. Commissioner Paulson reiterated for clarity that the Board is agreeing to continue to pay the fire insurance for the fairgrounds buildings and equipment. Doug Maul stated that he had agreed to pick up the Inland Marine on the tractors. Page 3 of 6 DESCHUTES COUNTY BOARD OF COMMISSIONERS April 27 and 28, 1982 - Courtday Meeting Mike Maier stated that the cost of the audit had been taken half from General Fund and the other half out of the County Fair budget. Rick Isham stated that the Fair Board has control of the funds dedicated to the Fair Board. Commissioner Paulson suggested that the County cannot deduct an amount from the Fair Board's funds so would assume that it is not deducted. There was further discussion on the.cost of the audit and who would pay for it. Commissioner Shepard stated that the County Fair is an important part of the economy in Deschutes County MOTION: SHEPARD moved that the C'oun-tq fund the cost of the audit for the Fair Board for this year and next year assuming the "A" Ballot passes. YOUNG: SECOND Commissioner Paulson stated he would prefer the motion be split linking one for next year to the "A" Ballot and the other in regard to paying the amount this year. Chairman Shepard withdrew the original motion. MOTION: SHEPARD moved that the County fund the other half of the audit for 1981-82. YOUNG: SECOND VOTE: SHEPARD: AYE PAULSON: NO YOUNG: AYE MOTION: SHEPARD moved that the County fund the cost of the audit for the Fair Board for 1982-83 assuming the "A" Ballot passes. YOUNG: SECOND VOTE: SHEPARD: AYE PAULSON: AYE YOUNG: AYE The next item to be discussed with the Fair Board is the liability insurance. Doug Maul stated that the County is paying for the insurance until June 30 of this year. He noted that the liability insurance also includes vehicles. There was considerable discussion about this. Chairman Shepard suggested that Doug Maul and a member of the Fair Board could discuss this to see if they could reach some kind of agreement. MOTION: PAULSON moved that the Board discontinue any liability insurance agreements/partnership with the Fair. The motion died for lack of a second. Chairman Shepard requested that Doug Maul do whatever checking was necessary with the carriers and agents. Orders Rick Isham stated that these orders are to authorize #32-220, the Director of Public Works to send remonstrance #82-221, letters to people involved in LID assessments. #82-222, MOTION: PAULSON moved that the Board adopt the #82-223 following orders: Order #82-220, Accepting the Engineer's Report Re ating to the Improvement of Certain Dedicated Public Roads Known as a Portion of Buck Drive, a portion of Doe Lane, all of Stag Drive, and all of Fawn Lane, Setting the Hearing for Remonstrances, and Authorizing the Director of Public Works to Give Notice of Said Hearing. Order #82-221, Accepting the Engineer's Report Relating to the Improvement of Certain Dedicated Public Roads Known as Williams Loop and Williams Way in Deschutes County, Setting the Hearing for Remonstrances, and Authorizing the Director of Public Works to Give Notice of Said Hearing. Order #82-222, Accepting the Engineer's Report Relating to the Improvement of a Certain Dedi- cated Public Road Known as Knott Road in Deschutes County, Setting the Hearing for Remonstrances, and Authorizing the Director of Public Works to Give Notice of Said Hearing. Order #82-223, Accepting the Engineer's Report Re ating to the Improvement of Certain Dedi- cated Public Roads Known as Knott Road, A Portion of Woodside Road and Radcliffe Circle in Deschutes County, Setting the Hearing for Remonstrances, and.Authorizing the Director of Public Works to Give Notice of Said Hearing. YOUNG: SECOND VOTE: SHEPARD: AYE PAULSON: AYE YOUNG: AYE Discussion Mike Maier brought before the Board a discussion regarding regarding an employee who has been on sick leave for Sick Leave an extended period of time and technically does not qualify for sick leave. Oscar Bratton, Assessor, stated that this employee went to Southern California in March to be with her ailing, aged parents. It was noted that according to Personnel Rules, "up to three working days in succession" may be taken for the illness Page 5 of 6 DESCHUTES COUNTY BOARD OF COMMISSIONERS April 27 and 28, 1982 - Courtday Meeting or death of an employee's mother or father. It also states that "The Board may grant additional days for special circumstances." Mr. Bratton stated that this employee has accummulated 410 hours sick leave in ten years service with the County and has never used or abused the sick leave. He was requesting that the Board grant extra time so she will receive a full month's paycheck for April. MOTION: YOUNG moved that the extra time be granted for the month of April using comp time then vacation time then.additional sick leave above three days until the end of April. SHEPARD: SECOND Commissioner Paulson noted that that would amount to 20 days of sick leave and he felt that would be too many.
