Chairman Shepard reconvened the meeting of May 4 and 5, 1982 at 10:00 a.m.
on Wednesday, May 5, 1982. Commissioner Paulson and Commissioner Young
were in attendance.
Discussion Rick Isham, County Counsel, stated that in regard to the
regarding people claiming ignorance of the assessments, he is
Unbonded urging a position of leniency on the part of the Board.

District Engineer's report.
Assessments
Mr. Isham stated that Mr. Graham is willing to make the
payments although he has not been included in any of
the documentation.
Helen Rastovich, Treasurer, told the Board that it took
about three months to set up the 900 accounts of the LTD's.
Mr. Isham stated that the financing statements won't
match the Engineer's Report. He noted that part of the
problem was caused by a policy in the Assessor's Office
not to pick up contract purchasers. In that respect, he
would like the Board to be lenient.
Commissioner Paulson stated that Mr. Isham's analysis
seems logical and the Board ought to go that route.
He noted that if the Board is changing the policy,
all those affected should be notified.
MOTION: YOUNG moved that Mr. Graham be allowed to
pay his assessment in 10-year installments.

Counsel to notify all unbonded property
owners that they have an additional 30 days
to sign up for the 10-year payment program.

Mr. Isham stated that the Local Improvement Districts
were not bonded in the past and there was no necessity
to manage or take care of them. He indicated it would
be a waste of effort for a hand-calculated system to be
operated out of the Public Works Department when the
County has the best computer system in the state in the
Courthouse for managing local improvement district
assessments.
Commissioner Paulson suggested that the Board direct
Rick Isham, Helen Rastovich and, possibly, Mike Maier
to check into this and talk to the Public Works Depart-
ment and see if it can be done.
Discussion
John Andersen, Planning Director, stated that the
regarding

through the National Forest process and the County's
process. He noted that representatives of the National
Forest and the County discussed how to come -to a reason-
able compromise and came up with a list of proposals.
Mr. Andersen said that the final document will be pre-
pared after the Board indicates its acceptance of the
ideas and the Supervisor of the National Forest accepts
the ideas.
Mr. Andersen noted the basics of the agreement: The
County would not require fees or permits for federal
activities on federal lands; Non-federal activities -
private individuals or groups - if in compliance with
the County's Comprehensive Plan, they will be allowed
to go through the National Forest's site permit program;
The County will provide the Deschutes National Forest an
opportunity to review proposed uses on private lands
interspersed within or adjoining the National Forest and
federal concerns shall be resolved and/or included in the
final County decision; The County Comprehensive Plan
recognizes the Deschutes National Forest Land Management
Plan as the determining document for land use decisions on
federal land within the Deschutes National Forest; The
agreement can be terminated upon 90 days written notice
by either party. This basically will allow the County
to continue its review of proposed projects.

Mr. Andersen stated that this agreement does not
involve other than buildings and suggested that maybe
should be
included. Commissioner Paulson suggested

proceed in working with the Forest Service
and BLM, when appropriate, and bring the
final document to the Board for approval
