called to order the meeting of May 11 and 12, 1982
at 10:00 a.m. on
Tuesday, May 11. Commissioner Young was in attendance.
Commissioner Pau

Chairman Shepard
noted the amendments that would be included in the
agenda.
Public Hearing:
John Andersen, Planning Director, stated that he was

Mr. Andersen indicated that the Deschutes County
Rimrock
Planning Commission recommended the adoption of
Setbacks
Ordinance #82-013 - amending section 1.030 Definitions
and Section 5.240 Rimrock Setbacks, Ordinance #PL-15,
Deschutes County Zoning of 1979 to define Rimrock and
Provide for Construction of Structure within sight of
the Deschutes and Crooked Rivers - and Ordinance #82-014
- amending Deschutes County Year 2000 Comprehensive Plan
to Provide for Construction of Structures within sight
of the Deschutes and Crooked Rivers - to the Board of
Commissioners. The Board of Commissioners then referred
these amendments to the Department of Land Conservation
and Development for comment before proceeding with the
final hearing. Mr. Andersen then stated that the response
from the Land Conservation and Development Commission is
that they do not intend to participate in this proposal
and do not believe that the proposed action violates the
Statewide Planning Goals. He noted that the formal
findings have not been prepared but will be prepared
prior to the Board's signing the document.
Chairman Shepard opened the hearing.for consideration of
Ordinances 82-013 and 82-014.
MOTION: YOUNG moved that the hearing be continued for
two weeks in order to verify whether or not
adequate notice was given. The date of
continuation is May 25 at 10:00 a.m.

For Discussion John Andersen stated that there had been some concern
and Possible expressed by the Urban Area Planning Commission that
Approval: there might be some potential conditional uses proposed
Redmond Urban in the heavy industrial zone which would be incompatible
Area Policy with the Industrial Park. He noted this policy was pre-
Statement pared and approved by the Urban Area Planning Commission
and is not establishing anything new that doesn't exist
but is clarifying that it is the intent of the Plan and
the Ordinances to protect that Industrial Park and assure
compatible development in that area.
Carol Connell, Redmond Planning Director, stated that
this policy arose as a zone change that occurred in the
Urban Area from light industrial to heavy industrial.
MOTION: YOUNG moved that the Board adopt the Redmond
Urban Area Land Use Policy.

For Discussion: Rick Isham, County Counsel, stated that he wanted
Lease Requests clarification of the Board's policy on lease requests
on Awbrey on Awbrey Butte because of statements made in a
Butte January 28, 1981, letter to Terry Cowan indicating
there was a moratorium on the site.
Chairman Shepard stated that the committee was to
recommend policy and procedure. Mr. Isham indicated
that may be a long-term process. He noted that there
may be some potential users who would want to move onto
the site prior to the committee being able to work out
long-range plans. Mr. Isham stated that some of the
leases may not terminate for another 30 years.
MOTION: YOUNG moved that the Board rescind the letter
of January 28, 1981 and lift the moratorium
allowing the committee to continue their work.

For Discussion: Doug Maul, Facilities Coordinator, indicated that the
LaPine Sheriff's Board has been given the tentative dates of various
Substation departments and their jobs with this project in LaPine.
Mr. Maul noted that the anticipated date for bid opening
is June 8th at the public meeting. He stated that the
architect for the project is Marshall Ricker. The
building will be a 2000 square foot wood building.
Rick Isham stated that BLM has indicated they could
issue a grant to the County for the land if the fire
district would agree.

For Discussion: Chairman Shepard stated that he was in receipt of a

Special Road Mr. Roscoe Lambrecht to serve the balance of the term
District Board of Mr. Joseph Thompson, President-Commissioner of the
Board. The term expires December 31, 1982.
MOTION: YOUNG moved that, due to the recommendations
of other members of the Board of the Lazy
River Special Road District, the Board of
Commissioners appoint Mr. Roscoe Lambrecht
to the Road District Board.

For Discussion: Rick Isham stated that according to State law, the
County Voting County should have one voting machine for every 90
Machines voters. He noted he had written a letter to the
Secretary of State offering a compromise, but the
letter was not signed by all of the Commissioners
so he wanted to discuss it.
Chairman Shepard stated that he felt putting that
amount of money into the voting machines was not
reasonable. He indicated the machines cost $225
each and the County is supposed to purchase 60 machines.
Commissioner Young suggested that Mr. Isham not send
the letter.
For Signature: Rick Isham stated that Marshall Ricker is under the
Agreement with supervision of Doug Maul and is working on a number
