WEDNESDAY, AUGUST 8, 2007
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Michael M. Daly and Dennis R. Luke; Commissioner
Tammy Baney was out of the office. Also present were Susan Ross, Property and
Facilities; Laurie Craghead, Legal Counsel; Sue Brewster, Sheriff's Office; Jeff
Emrick, Mental Health Department; Teresa Rozic, Property Management; media
representative Jeff Mullins of KBND Radio; and two other citizens.
Chair Daly opened the meeting at 10:00 a. m.
1. Before the Board was Citizen Input.
None was offered.
2. Before the Board was Consideration of Second Reading and Adoption of
Ordinance No. 2007-018 regarding Alarm and Security Systems.
LUKE: Move second reading of the Ordinance, by title only.

3. Before the Board was Consideration of Signature of Document No. 2007-
423, an Amendment to the State Medical Assistance Program regarding
Chemical Dependency Treatment.
Jeff Emrick gave a brief overview of the item.

4. Before the Board was Consideration of Signature of Document No. 2007-
416, a Bargain and Sale Deed to Convey the La Pine Community Cemetery
to the City of La Pine.

5. Before the Board was Consideration of Signature of Document No. 2007-
421, a Real Property Transfer Agreement between Deschutes County, the
City of La Pine and La Pine Community Cemetery, Inc.
Teresa Rozic indicated this sets out the basis for the transfer of the cemetery
property. The incorporation of La Pine triggered the need for this transfer. The
City is prepared to accept this responsibility. Also, the non-profit organization
that has been overseeing the maintenance of the property has been operating
properly, per the State.

Commissioner Daly asked that he be updated on the Pioneer Cemetery project
(located south of La Pine).
Commissioner Luke asked that Central Cascade Lines provide a report on
ridership; Susan Ross indicated a report is forthcoming.
Consent Agenda Items
6. Approval of Signature of County Administrator regarding Document No.
2007-408, Substitution of Trustee and Deed of Reconveyance for Property
Sold at Public Auction in 1997
7. Signature of Documents No. 2007-402, 403, 404, 405 and 406, Deeds of
Dedication for Public Roadway and Utility Purposes - delayed to a future
date.
8. Approval of Economic Development Grant Requests:
• Sisters Organization for Activities & Recreation - ARTS Discovery
Program at Sisters Middle School - each Commissioner granted $500 for a
total of $1,500.
• Fair & Expo Center for free public transportation to the Annual Fair -
Commissioners Baney and Luke granted $3,750 each.
Leadership Bend Foundation - scholarships. Commissioner Luke granted
$1,000, and Commissioners Baney and Daly granted $500 each.
• Central Cascade Lines - La Pine transportation to connect to the Bend bus
system. Commissioner Luke granted $1,000; Commissioners Baney and
Daly granted $750 each.
• Humane Society of Redmond - events center - Commissioner Baney
granted $1,500 and Commissioner Daly granted $3,500.
