Mike Maier, Director of Administrative Services, called the meeting
to order at 2:00 P.M. Those present were: Ralph Delamarter, County
Librarian; Don Garris, Building Official; Neil Hudson, Director of
Public Works; Bill Jones, Juvenile Services; Ross Brown, Data Processing;
Bob Main, Watermaster; John Andersen, Planning Director; Jay Langley,
Sanitarian; Jim France, Sheriff; Henrietta Bettencourt, Home Health;
Jane Kirkpatrick, Family Counseling; Lynn Stonelake, Medical Nursing;
Rick Isham, County Counsel; Oscar Bratton, Assessor; Helen Rastovich,
Treasurer; Dave Hoerning, Engineer/Surveyor; and Ron McKenzie, Budget
Board officer.
Mr. Maier had prepared a memo with accompanying information in regard
to the possible effects of ballot measure #3 if approved. He also in-
dicated that a larger compilation of all the materials received thus
far in regard to measure 3 was available for review in the Board's office.
He had calculated some of the financial impacts of measure I within
the county and had outlined these in an attachment to the memo. He
explained that measure 3 would bring property valuations back to the
level they were in 1979, from which taxes would be based. This would
be an approximate 35% tax reduction overall.
Mr. Isham commented that under measure 3 special levies will no longer
exist-- they are prohibited. This would eliminate the special levies
that the sheriff and the library are currently operating on. The measure
does provide, however, for sheriff's budgets not to be cut below the
amount they were at in 1979-80. If it is cut below that level, all
other department budgets must be cut by 2/3.
Mr. Maier had outlined what percentage of departmental budgets were
supported by property taxes, which was attached to the memo. He estimated
that the general fund would be decreased from 13.3 to 18.7 percent.
He further reviewed the information presented in the packet, explained
that this was to give some idea of how the county would operate under
the financial constraints measure 3 would impose.
It was noted that a sales tax could be voted in by the legislature,
which would provide additional revenues to the county, but in order to
do so the legislature would have to approve it by a 2/3 vote. It was
also noted that taxing districts formed after 1979 (e.g., the 4-H District
and some of the road districts) would no longer have the ability to
collect money from taxes.
Mr. Maier then briefed the department heads on an upcoming seminar that
the county is engaging OSU to conduct in regard to computer fundamentals.
This will be done jointly with the city participating as well. He in-
dicated that amemo from Jeri Schutte would go to the department heads
outlining all the details.
Rick Isham, County Counsel, then gave a brief statement about the status
of the ERB representation election to date. He explained the outcome of
his trip to Salem on the previous day, in which a restraining order res-
tricting the ERB from holding an election for ten days was obtained in
Marion County Circuit Court and a hearing on the matter will be held on
November 9. He further reviewed the events that had led up to that
point and the possibilities with respect to an investigation.
